The conference is one of the key activities in the national e-commerce development program series by 2025, aiming to improve the capacity to apply digital technology , especially AI in management, production and business, contributing to promoting comprehensive digital transformation in localities.

Speaking at the opening of the conference, Ms. Vu Thi Kim Phuong, Deputy Director of the Department of Industry and Trade of Hai Phong, emphasized that the conference was held within the framework of Plan 291/KH-UBND of the City People's Committee and Plan 1104/KH-SCT of the Department of Industry and Trade on e-commerce development for the period 2021-2025. "Today's conference is of special importance, aiming to improve the effectiveness and efficiency of state management and promote the application of e-commerce in the city. In the context of the digital economy , e-commerce has become one of the important pillars not only in production and business activities but also in the management and operation of state agencies," Ms. Phuong emphasized.
According to Ms. Phuong, despite the global economy facing many fluctuations, Vietnam's e-commerce still maintains a growth rate of 20-27% per year; in 2024 alone, it will reach about 32 billion USD, an increase of 28% over the previous year. For Hai Phong, e-commerce revenue accounts for 16-18% of total retail sales of goods and consumer service revenue, higher than the national average, with an average growth rate of 23-25% per year. In particular, the city's e-commerce index in 2025 will reach 14.5 points, exceeding the national average (9.3 points), ranking 5th nationwide, clearly demonstrating the strong digital transformation efforts of the city's industry and trade sector.
Ms. Phuong also pointed out the shortcomings that need to be overcome: the rate of enterprises registering e-commerce websites, building digital brands and using online sales platforms is still low; many units lack the skills to apply digital tools in management and business. Therefore, this conference is not only for training purposes, but also a forum for exchange, sharing experiences, and connecting management agencies, experts and enterprises - thereby forming digital thinking and more modern and effective operating methods.

Within the framework of the conference, delegates listened to two key topics: Overview of e-commerce and the legal framework for managing online activities, helping officials grasp decrees and regulations on notification, website registration, handling of violations and consumer protection; Application of AI in work, brand development and business support on digital platforms, presented by Mr. Cao Qui Long - Lecturer of the Center for Development of E-commerce and Digital Technology (eComDX), Department of E-commerce and Digital Economy - Ministry of Industry and Trade.

Mr. Cao Qui Long said that artificial intelligence (AI) applications are currently playing a key role in optimizing performance and automating work. Through the practice of creating AI Assistants, users can increase their productivity by 3-5 times, thanks to the ability to process data thousands of times faster than humans.
Mr. Long analyzed that in the field of design and construction, AI is strongly applied in drawing analysis and 3D modeling. Users only need to enter a command (prompt) to request AI to convert architectural drawings (floor plans) into realistic 3D rendering images, with a top-down view.
In administrative and office work, AI is increasingly playing a powerful supporting role when it can automatically manage emails, summarize incoming mail content, write replies according to pre-set scenarios and intelligently synthesize exchange chains. In addition, AI tools also help draft and process documents in depth.

Mr. Long’s presentation on “Practical AI” attracted special attention from delegates. Students directly practiced creating “virtual assistants” to serve management, reporting, and marketing tasks right at the conference, demonstrating the spirit of “learning to do” – bringing AI from concept to specific action in each unit.
With a strong technology infrastructure, Hai Phong is gradually building an e-commerce ecosystem associated with AI applications in urban, industrial and service management.
According to a representative of the Department of E-commerce and Digital Economy, in the period of 2025-2030, Hai Phong is oriented to become an e-commerce and smart logistics center of the Northern region, where small and medium-sized enterprises can exploit AI platforms to improve competitiveness and expand markets.
The Ministry of Industry and Trade will also continue to accompany the city in implementing the GoOnline, GoAI, GoExport, and GoRight programs, supporting businesses in applying technology, complying with the law, and promoting exports through digital platforms.
At the Conference, the leader of the Hai Phong Department of Industry and Trade affirmed that digital transformation cannot stop at awareness, but must start from specific actions, where every officer, every business, every trader can use digital tools and AI to improve work efficiency.
From that foundation, Hai Phong is showing its determination to become a "pioneering city in applying AI in management and business", actively contributing to the goal of building a modern, creative and sustainable Vietnamese digital economy.
According to the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), by 2024, the scale of Vietnam's e-commerce will reach about 25-32 billion USD, an increase of more than 25%, putting Vietnam in the group of 10 fastest growing countries in the world. It is forecasted that by 2025, this figure will reach 35 billion USD, accounting for about 10% of the total retail sales of goods and consumer services nationwide.
Along with that, the global AI market is expected to reach more than 1,800 billion USD by 2030. Vietnam is actively promoting AI applications in state management, education, healthcare, trade and logistics.
The GoAI, GoOnline, GoExport, and GoRight programs of the Ministry of Industry and Trade are playing an important bridging role, helping small and medium-sized enterprises enter the global playing field through digital technology – opening a new era of development, where artificial intelligence and e-commerce become the pillars of sustainable growth.
