City leaders, local people and tourists participated in releasing 50,000 fish of various types into Luc Dau River, including carp, grass carp, black carp, silver carp, tilapia, and 9 pairs of parent carp. Of which, the city budget provided 15,000 fish and the socialized funding from organizations, businesses and individuals operating in the field of aquaculture in the city was 35,000 fish.

According to Ms. Pham Thi Dao - Deputy Director of the Department of Agriculture and Environment of Hai Phong, in recent years, the city has had many policies and guidelines on the development of the fisheries economy in general. These include Resolution No. 06-NQ/TU dated June 7, 2018 of the Standing Committee of the City Party Committee on the development of fisheries economy, building Hai Phong into a major fisheries center of the country associated with the fishing grounds of the Gulf of Tonkin; Action plan to implement the Strategy for the Development of Vietnam's Fisheries to 2030, with a vision to 2045 in the area.

Releasing aquatic species to regenerate resources in natural water bodies contributes significantly to the process of protecting and developing resources, improving fishermen's livelihoods, sustainably developing the fisheries industry in particular and developing the city's socio-economy in general.

Currently, Hai Phong has 59,000 hectares of aquaculture; of which, 27,000 hectares are freshwater. The city has a high density of rivers formed by the main river systems of Bach Dang, Da Bac, Lach Tray, Kinh Thay, Van Uc, Kinh Mon, Cam River, Rang River, Gua River... which are favorable for the development of aquaculture.

Statistics from the Department of Agriculture and Environment of Hai Phong show that in the period of 2021-2025, the city's agriculture, forestry and fishery sector grew steadily, making an important contribution to the local economy. The growth rate of agricultural, forestry and fishery production value in the period reached 2.93%. The area of intensive and industrial aquaculture in Hai Phong is about 8,000 hectares, ensuring environmental safety and high productivity. There are over 400 aquaculture households with a total area of nearly 265 hectares certified to produce according to VietGAP safety standards. The production value per hectare of cultivated land and aquaculture reaches approximately 200 million VND.

The city aims to have a large-scale, concentrated aquaculture area of 5,151 hectares and 200 aquaculture farms by 2030; continue to maintain and improve the efficiency of existing marine and river aquaculture areas; and at the same time, research projects to develop industrial aquaculture in offshore waters.

The ceremony of releasing fishery seeds to regenerate aquatic resources on Luc Dau River aims to preserve and develop the natural aquatic gene pool; at the same time, raise awareness and responsibility of the people in protecting, preserving, restoring, regenerating and developing aquatic resources. The organizing committee also hopes to form a movement of releasing fishery seeds to regenerate aquatic resources, protecting biodiversity in the natural waters of the city; thereby contributing to the stable and sustainable development of the aquaculture industry.

Luc Dau River is the last section of Thuong River, more than 10 km long, the widest part is more than 1 km, flowing close to the southwest of Van Kiep. This section of the river receives water from Cau River, Thuong River and Luc Nam River above, and below it joins Duong River and flows into the East Sea by two large rivers, Thai Binh River and Kinh Thay River.
