Bac Ninh: Focus on overcoming natural disaster consequences and providing relief to people in isolated areas

On October 11, Vice Chairman of Bac Ninh Provincial People's Committee Le Xuan Loi inspected the work to overcome the consequences of storm No. 11 and encouraged households affected by floods in Tien Luc and My Thai communes.

Vice Chairman of Bac Ninh Provincial People's Committee Le Xuan Loi highly appreciated the Party Committee, authorities and people of Tien Luc and My Thai communes for their drastic implementation of measures to prevent and respond to storm No. 11 according to the "4 on-site" motto. Mr. Le Xuan Loi also suggested that after the flood recedes, the communes need to focus on overcoming the consequences, increase forces to carry out general environmental sanitation to ensure people's lives return to normal; ensure facilities and necessary conditions to welcome students back to school as soon as possible.

Vice Chairman of Bac Ninh Provincial People's Committee Le Xuan Loi also requested localities to continue mobilizing human resources, materials, and equipment to promptly handle emerging dike incidents; strengthen inspection of dike routes, especially key areas, areas with overflowing and leaking dikes to have a solution. At the same time, coordinate with the agriculture and environment sectors to submit to the Provincial People's Committee for approval a plan to urgently handle dike incidents; in which, pay attention to hardening and raising the dike surface, preventing landslides and dike overflows.

The Vice Chairman of the People's Committee of Bac Ninh province emphasized that in recent times, the provincial leaders have always paid attention to and directed the implementation of response and recovery work caused by natural disasters. From the central budget allocation and other social security funds and sponsorship mobilization sources, the Provincial People's Committee has provided funds to affected localities, helping people to quickly restore production and stabilize their lives.

According to the report of Tien Luc Commune People's Committee, up to now, although the water level of Thuong River has receded by about 60cm, the whole commune still has 7 completely isolated villages and 13 partially isolated villages; 5 traffic points are cut off. In addition, about 900 hectares of rice, crops, fruit trees are flooded; 25 locations on traffic routes, 13 pumping stations are flooded, damaged... The commune has 16 km of dykes along Thuong River. Historical rain and floods have caused some dykes in the villages of Tay, Dinh, Trung Pho, Bo Lo to overflow; causing dyke overflow and landslides in the villages of Dun, Ngoai, Soi.

Up to now, in Tien Luc commune, no human losses have been recorded. The Commune Civil Defense Command has urgently directed the work of overcoming natural disasters; coordinated with support forces to transport essential supplies (food, drinking water, medicine, etc.) to isolated areas, ensuring that people do not go hungry or lack water for daily activities. Deployed environmental sanitation work in areas where water receded.

In My Thai Commune, the local government has mobilized the entire political system and people, with the support of the province and Military Region I, to actively support food, supplies, and drinking water for people in isolated and cut-off areas. At the same time, it has focused on handling incidents related to dykes and traffic infrastructure from the first hour; reviewing and compiling statistics on the damage caused by floods and rains, and proposing timely support from the province.

Specifically, the landslide of 18 m of level 3 dike in Cong Phen village has been handled; landslide of Dam Nung dike, Thuan village; overflow prevention of level 3 dike section through Duong Quan Thuong village; landslide of Duc Tho dike; embankment of Chi Le dike 1,200 m. Currently, the water level of Thuong river is slowly decreasing; some villages: Chi Le, Cau Trong, Cau Ngoai, Thuong are still flooded.

Currently, the two communes of Tien Luc and My Thai are facing many difficulties because some villages are still isolated; electricity and clean water infrastructure have not been fully reconnected. The environment of the villages after the flood recedes is at risk of pollution, affecting people's health.

According to local statistics, by the afternoon of October 11, the entire Bac Ninh province still had about 70 villages, neighborhoods, and residential groups in the communes and wards of Tien Luc, My Thai, Da Mai, Lang Giang, Viet Yen, Van Ha, Hop Thinh, Hiep Hoa, Dong Ky, Yen The, Bo Ha, Kinh Bac, Tam Giang with about 11,750 households still isolated by floodwaters or having to use boats and rafts to access.

Faced with severe flooding in many areas of Bac Ninh province, on October 11, the Military Industry and Telecommunications Group (Viettel) quickly deployed a specialized drone system to transport relief goods to people in isolated areas.

Major Nguyen Trong Dang, Deputy Director of Viettel Bac Ninh, who directly directed the flight operations team of 10 people, said that since this morning, in the Da Mai Ward area (Bac Ninh), the flight crew has received and carried out nearly 100 flights to transport necessities (equivalent to 2.5 tons of goods) to isolated people here.

Major Nguyen Trong Dang added that the drones have a maximum flight range of 5 km, an operating altitude of 100 m, a maximum payload of 50 kg, and are capable of operating continuously 24/7 thanks to a quick charging and battery replacement mechanism.

The application of drones in relief work not only helps shorten the time to reach isolated people, but also demonstrates the group's efforts in applying technology to serve the community, especially in emergency situations due to natural disasters.

Major Nguyen Trong Dang said: The Group will continue to deploy drone applications in relief work in Yen The commune.
