Developing domestic market
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 179 on promoting the implementation of solutions to develop the domestic market in 2025. The Official Dispatch clearly states: In the last months of this year and the coming time, the world situation continues to develop in a complicated and unpredictable manner; natural disasters, storms and floods are erratic and difficult to predict; geopolitical tensions, military conflicts, instability in some regions, global trade and investment growth slows down, risks increase... directly impacting the socio-economic development of our country.
In order to promote domestic market development, stimulate consumption, and contribute significantly to achieving the national economic growth target of over 8% in 2025, the Prime Minister assigned ministries, branches, and localities to carry out a number of tasks and solutions.
The Ministry of Industry and Trade is assigned to preside over and coordinate with ministries, branches and localities to deploy innovative solutions, associated with the communication campaign to promote the Campaign "Vietnamese people prioritize using Vietnamese goods"; promote the consumption of Vietnamese goods on domestic and foreign e-commerce platforms; and urgently organize the Autumn Fair 2025.
The Ministry of Culture, Sports and Tourism promotes tourism programs and develops cultural and entertainment industries. The Ministry of Finance guides the disbursement of trade promotion funds, ensuring compliance with regulations and effectiveness.
People's Committees of provinces and cities strengthen trade promotion, support the consumption of local products; publicly and transparently disclose origin and geographical indications.
Retail stores discount many items to stimulate consumer demand.

To stimulate consumption from now until the end of the year, retail systems in Ho Chi Minh City and Hanoi have simultaneously launched promotions and deep discounts on thousands of items, including many essential products, helping people save money while ensuring quality.
Fresh food, processed food, household appliances... many products are being discounted by 10-30% by retail systems, or buy 2 get 1 free, or have gifts with large-capacity products. According to calculations by retailers, consumers' essential shopping basket is currently at 330,000-350,000 VND per bill. The promotion of essential goods is expected to support purchasing power to increase by at least 15% in the remaining months of the year.
The Ho Chi Minh City Department of Industry and Trade said that the city’s market stabilization goods have been prepared from now until the end of the year, increasing by 4-6% compared to last year. A series of mobile sales programs are also being planned for implementation in the near future.
Hanoi is also preparing for the 2025 Autumn Fair, which will take place on October 20. It is expected that many products and services will be discounted and introduced to the public.
People increase shopping when goods are discounted
Reducing the prices of essential goods not only helps to share the burden of spending with people, but also encourages increased shopping demand. When prices are reasonable, consumers are bolder to spend more, thereby stimulating the circulation of goods and creating motivation for production and business development.
Ms. Nguyen Thi Thu Hang - Ho Chi Minh City shared: "Dishwashing liquid, seasoning powder, yogurt, vegetables... are also on buy 2 get 1 free promotion. I just bought it for myself, and I also saved money for my family."
"Promotions stimulate people's psychology to buy more. Sometimes having extra gifts is also fun," said Ms. Do Thi Hong Trang - Ho Chi Minh City.
Mr. Phan Van Dung - Deputy General Director of Vissan Vietnam Livestock Corporation said: "We have never had a stimulus program as large as the current one. We are implementing a buy 2 get 1 free program, applied to many product lines including new products. Many discount programs for fresh and processed products up to 30 - 40% to stimulate demand."
"Promote mobile sales, stabilize the market, bring stable goods at good prices to agencies, factories, and areas with a large number of workers so that low-income people can access quality goods at preferential prices," informed Mr. Nguyen Nguyen Phuong - Deputy Director of the Department of Industry and Trade of Ho Chi Minh City.
Innovation in domestic trade promotion
As one of the important growth drivers, the domestic market not only helps stabilize the macro-economy but is also an opportunity for businesses to expand production. The innovation of trade promotion towards a larger and more professional scale, combined with the priority of Vietnamese digital platforms following the direct transaction model from manufacturers to consumers... is expected to open up great opportunities for the consumption of Vietnamese goods right in the domestic market.
E-commerce is considered a breakthrough channel to help solve big problems: Reducing intermediary costs and making the origin of goods transparent, thereby effectively promoting the domestic market. And digital platforms have constantly innovated to truly become an effective trade promotion tool.
The domestic market not only helps stabilize the macro economy but is also an opportunity for businesses to expand production.
Not only taking advantage of trade promotion in the digital space, but direct connection channels are also being focused on. Implementing the Prime Minister's Official Dispatch No. 172, the 2025 Autumn Fair will be held next month, creating momentum to promote consumption and unblock links in the supply chain. The exhibition scale is also upgraded to make trade promotion activities truly effective.
Ms. Nguyen Thi Thu Thuy - Deputy Director of the Center for Trade and Investment Promotion Support, Department of Trade Promotion said: "Not only for businesses are there opportunities to expand the domestic market, but also opportunities to approach international partners, attract them to the fair and turn the fair into a root of the Southeast Asian region in trading Vietnamese goods with markets around the world".
A campaign called “Vietnamese people use Vietnamese products” is being planned by ministries and sectors. The renewed version of the campaign, which has been in operation for over a decade, will not only call for the use of domestic goods, but also aim to affirm the quality of Vietnamese products on par with imported goods, while expanding the concept of “Vietnamese products”.
Mr. Bui Nguyen Anh Tuan - Deputy Director of the Department of Domestic Market Management and Development, Ministry of Industry and Trade informed: "Expanding the content of Vietnamese products will not only include goods but will also include services, as well as cultural and tourism products. These are all strengths as well as products that Vietnam can promote development".
Obviously, the innovation of trade promotion methods is creating a new vitality for Vietnamese goods. This is the opportunity for Vietnamese goods and services to conquer domestic consumers and reach out to the world.
The Prime Minister requested that State-owned corporations and groups improve their management capacity, increase the application of science and technology to improve product quality, reduce costs, actively participate in trade promotion programs and fairs; increase promotions and stimulate consumption of products and goods. Business associations and industries must promptly grasp information, market demand, difficulties and problems of member enterprises to propose to competent authorities timely and effective solutions.
