The US government shut down for the first time in six years.

The United States has entered a new period of uncertainty after President Donald Trump and Congress failed to reach a budget deal before the October 1 deadline, causing the government to shut down and a series of programs and services to be suspended. This is the 15th shutdown of the US government since 1981 and the first since the longest shutdown in history - lasting 35 days - 6 years ago.

At 0:00 on October 1, US time (11:00 on the same day, Vietnam time), the US Government began to stop most of its activities. Despite the intense negotiations in the US Congress before that, there was still no breakthrough between the Democratic Party and the Republican Party to ensure the budget for the US Government to continue operating after September 30 - the end of the 2024-2025 fiscal year.

Some 750,000 federal employees will be furloughed, and some may even be fired, as the Trump administration moves forward. Many agencies are at risk of being shut down, possibly permanently, as Trump vows to “do irreversible, devastating things” to retaliate against his opponents. Meanwhile, the program to deport illegal immigrants is expected to continue, while areas such as education, the environment and many other public services will be disrupted. The economic fallout could be felt across the country.

This is the third time Mr. Trump has run out of money for the federal government, and the first since he returned to the White House for his second term, reflecting deep divisions over budget priorities and a political environment that favors hard-line positions over compromise.

President Trump and Republican leaders in Congress are seeking to extend current spending to keep the government funded through November 21. The temporary measure is intended to give lawmakers time to negotiate full funding for the entire 2025-2026 fiscal year, which begins October 1.

The economic impact could be felt in just a few days. The monthly jobs report is scheduled for October 3, but could be delayed or canceled due to the US government shutdown.

Financial markets have traditionally been “less affected” during lockdowns, but this time could be different as there are no signs of any real negotiations taking place, according to analysis by Goldman Sachs.

The most recent US government shutdown took place from December 22, 2018 to January 25, 2019.

The most recent US government shutdown lasted from December 22, 2018 to January 25, 2019. At that time, part of the government was paralyzed for 35 days, marking the longest shutdown in more than four decades. According to estimates by the Congressional Budget Office (CBO), this event caused a loss of about $3 billion to the US Gross Domestic Product (GDP).

In fact, the concept of a “government shutdown” only began to appear in the early 1980s, after Jimmy Carter’s Attorney General, Benjamin Civiletti, issued a legal opinion that, in the event of a budget shortfall, government agencies must stop all “non-essential” activities. Before that, although Congress had repeatedly missed budget deadlines, federal agencies continued to operate temporarily. However, since 1980, every budget gap has led to a widespread “government shutdown.” To date, the United States has experienced 14 federal government shutdowns.

Shutdowns have been less frequent since the 1990s, but each time they occur, they are followed by intense political wrangling. Washington has seen six shutdowns since then, including two lengthy ones under former President Bill Clinton. Notably, an increasingly partisan Washington has made spending impasses harder to resolve, leading to a higher risk of shutdowns each budget season.

Experience from the record-breaking shutdown of 2018-2019 shows the severe impact on social life. At that time, about 800,000 federal employees were directly affected. Of those, 300,000 were forced to temporarily leave their jobs, without pay and not allowed to come to work. The rest continued to work but without pay until the budget was re-approved. Only when Congress reached an agreement were they reimbursed for their unpaid wages.
