On October 1, in Hanoi, the Central Committee of the Vietnam Farmers' Union coordinated with the Ministry of Industry and Trade to organize the 10th National Farmers' Forum in 2025: Chairman of the Vietnam Farmers' Union and Minister of Industry and Trade - Listening to farmers speak, with the theme "Connecting markets - Building brands - Promoting agricultural product consumption, contributing to the country's double-digit economic growth".

Bringing OCOP products to the world through e-commerce platforms
Representing the outstanding farmers present here, Ms. Vuong Thi Thuong, Outstanding Vietnamese Farmer of 2025, Director of Toan Thuong Agricultural Cooperative (Lang Son), said that the Cooperative currently creates jobs for more than 100 workers, with the main product being wind-dried persimmons, achieving a revenue of 5 billion VND and a profit of 2.2 billion VND/year. Not only consuming through traditional channels, the Cooperative has effectively utilized digital platforms such as Zalo, Facebook, YouTube, TikTok to promote and sell products.

Asking questions at the Forum, Ms. Thuong mentioned the solutions of the industry and trade sector to bring OCOP products and local specialties to the international market through e-commerce platforms.
In response to this question, Mr. Vu Ba Phu, Director of the Trade Promotion Agency (Ministry of Industry and Trade), highly appreciated the efforts of the cooperative, especially when 2 products have been certified with 4-star OCOP, which is an important foundation for brand building. Mr. Phu said that the Ministry of Industry and Trade is implementing many solutions to support OCOP products: improving quality, packaging, traceability; promoting in the Trade Promotion Program and National Brand; organizing the OCOP Product Export Fair (Vietnam OCOPEX) to connect the international distribution system.
The Ministry also promotes OCOP products on major e-commerce platforms such as Amazon, Alibaba, Shopee, TikTok Shop; and coordinates with technology and logistics corporations to train cooperatives in digital skills, livestream sales, and order management. In addition, the national e-commerce development strategy for the period 2026 - 2030 has identified the goal of promoting OCOP products through online channels; annually organizing events such as Online Friday, ASEAN Online Sales Day, operating information portals such as Vietnamexport.com.vn, Ecvn.com to support online export enterprises.
For more information, Ms. Le Hoang Oanh, Director of the Department of E-commerce and Digital Economy, said that the Ministry of Industry and Trade not only provides information but also directly goes to localities to support farmers in selling products through livestreams, such as the wind-dried persimmon products of Toan Thuong Agricultural Cooperative. According to Ms. Oanh, to bring products to the world, the decisive factor is still quality. In addition, it is necessary to research the market, fully meet the requirements of output, packaging, and standards.
The Ministry of Industry and Trade has issued publications guiding sales to markets such as China, Hong Kong (China), Japan; organized many free training programs on digital skills, filming and selling products. Hundreds of products have been supported to promote on digital platforms, including VN Export.
Ms. Oanh emphasized that e-commerce is only effective when there is regional linkage and "collection" of products to have enough scale. As for the problem of counterfeit and fake goods, the fundamental solution is to register for product protection. The Ministry proposed that the Government allocate a part of the revenue from trade defense tax (about 1,300 billion VND) to support the cost of protecting brands for farmers and domestic products.

Regarding this issue, Minister Nguyen Hong Dien emphasized that in order for OCOP products and local specialties to reach far, it is necessary to first ensure clear traceability, good quality, stable output, and appropriate packaging and labeling.
"For example, no matter how delicious fresh milk is, if the packaging is not attractive, it will be difficult to attract consumers, especially children. More importantly, the product needs to be registered for trademark protection so that when fraud or disputes occur, we have a legal basis to protect it. If this is not done, it will be very difficult to preserve and develop the value of the product," said the Minister.
Applying technology in product connection
At the forum, Dr. Bui Quy Thuan, Lecturer at Phenikaa University, raised the issue that recently, the application of technology in connecting agricultural markets has become more and more popular, with many local leaders and influencers participating in livestreams to support farmers in selling their products. However, is this approach really reasonable and sustainable, or is there a need for clear planning and direction to avoid unhealthy competition, ensure the harmonious development of the domestic market, and maintain the true value of Vietnamese agricultural products?
In addition, Vietnamese enterprises are actively exporting OCOP products abroad, but we have not paid much attention to the domestic market. What should enterprises do to support enterprises promoting the domestic market?
Responding to the above questions, Ms. Le Hoang Oanh said that applying information technology in sales, especially livestreaming, is an inevitable trend globally. In China, this form is developing strongly and will continue to be promoted in the coming time. "The problem is how to make livestreaming activities take place healthily and in accordance with regulations," Ms. Oanh emphasized. The Ministry of Industry and Trade is drafting the Law on E-commerce, which includes specific regulations for livestreaming activities, helping farmers and localities to implement them effectively and in the right direction.

Regarding domestic market promotion, Mr. Vu Ba Phu informed that recently, the Ministry of Industry and Trade has coordinated with the Ministry of Agriculture and Rural Development and localities to organize many programs to connect supply and demand, bringing OCOP products to large retail systems such as Saigon Co.op. The Trade Promotion Agency also soon deployed livestream training and skills training for farmers, helping tens of thousands of households access markets from local to international.
In addition, the Ministry also organizes fairs every year, inviting thousands of foreign buyers to cooperate, as well as bringing businesses and cooperatives to participate in international trade promotion programs. Mr. Phu recommends that people register early to be updated and participate effectively.
According to Minister Nguyen Hong Dien, for a long time, people have mainly produced for self-sufficiency, but now they have exported many products to the world but have paid little attention to the domestic market. Meanwhile, Vietnam has up to 100 million people, the demand for agricultural products is very large.
The Minister emphasized that producers as well as support units need to pay attention to building a strategy to develop the domestic market safely and effectively. The Ministry of Industry and Trade will actively organize fairs and trade promotion programs in localities to connect and help farmers consume products through the system of domestic enterprises and partners.
In particular, on October 24, the Ministry will organize an International Fair with the participation of many domestic and foreign partners. The Minister invites people to bring their products to participate to take advantage of the opportunity to promote, connect and consume quickly, especially for high-quality products.

In response to the question of Mr. Pham Hong Duy, Deputy Director of An Phat General Agricultural Service Cooperative (Hanoi) about solutions to enhance trade promotion for agriculture, forestry and fishery, Mr. Vu Ba Phu affirmed that agriculture, forestry and fishery are always prioritized in national trade promotion programs, with 20-25% of the budget dedicated to consumption support. In 2024, the Ministry of Industry and Trade will implement 26 projects for agricultural products with a budget of more than 26.5 billion VND, focusing on participating in international fairs, trade delegations, industry conferences, building databases, etc. As a result, thousands of businesses and cooperatives have signed contracts, promoted Vietnamese agricultural products, contributed to international integration and took advantage of FTAs.
In 2025, the Ministry approved 118 projects, of which 38 were for agricultural products with a budget of nearly 35 billion VND. Mr. Phu emphasized that the priority orientation of products will be based on the needs of each market; this information is updated monthly. To participate, farmers and cooperatives need to improve product quality, ensure traceability, meet the requirements of green transformation and sustainable development; at the same time, focus on packaging, branding and protection registration to increase value and expand the market.
Minister Nguyen Hong Dien said that first of all, people must change their market economy mindset, clearly defining from the beginning: What to produce, where to sell, to whom and at what price, instead of doing it out of habit and then finding an outlet.
Second, in trade, there must be transparency, with contracts with provisions for sharing benefits and risks in case of force majeure. At the same time, agricultural development must follow planning, building growing areas that meet market requirements, aiming for green, clean products. The time of "two rows of vegetables, two pigsties" is over, if not cleaned, it will be difficult to sell.
Regarding the questions of farmer delegates about taking advantage of opportunities to exploit new markets for Vietnamese agricultural products, the representative of the Ministry of Industry and Trade said that in recent times, the Ministry of Industry and Trade has closely coordinated with ministries and branches to promote negotiations to open markets in many countries and regions, including Costa Rica (CPTPP), Gulf Cooperation Council countries (UAE, Saudi Arabia, Qatar...), Mercosur bloc (Brazil, Argentina, Uruguay, Paraguay)... At the same time, the Ministry also works with the Ministry of Agriculture and Rural Development to ensure maximum benefits for key products such as rice, coffee, pepper, and cashew nuts when accessing potential markets.
Many FTAs that Vietnam has signed and implemented, such as CPTPP, EVFTA, UKVFTA, are opening up great opportunities: coffee, tea, pepper, and cashew nuts enjoy 0% tax rates in most markets; rice has export quotas to the EU and the UK with 0% tax; many types of fresh and processed fruits and vegetables also have import taxes eliminated.
In order for farmers, cooperatives and businesses to take advantage of this opportunity, the Ministry of Industry and Trade recommends strictly complying with technical standards, food safety, and traceability; strengthening value chain linkages from production - processing - export, ensuring stable output; promoting technology application and digital transformation to improve productivity and reduce costs; building brands associated with growing areas, geographical indications and product stories; promoting the role of cooperatives and key enterprises as bridges to international markets.
The Ministry of Industry and Trade affirmed that it will continue to accompany and support localities, businesses and people to improve production capacity, meet integration requirements, and effectively utilize FTAs and new markets.
