In San and Dun villages, the water rose close to the roofs, causing great panic among the people. All the elderly and children were taken by the Army by motorboat to a safe area. By 11 o'clock the same day, all the people's property, livestock and poultry had been removed from the deep flooded area.
However, in San and Dun villages, people are still isolated and lacking food. Authorities are urgently deploying relief measures.

Directly commanding the flooded area of San village, Tien Luc commune, Colonel Nguyen Van Hung, Deputy Commander of the Bac Ninh Provincial Military Command, said: "Receiving the news of the dike breach, that very night, the Provincial Military Command deployed forces and dispatched 3 motorboats to San village and Dun village, urgently evacuating people from the flooded area. Most of the elderly and children were brought out safely. By the morning of the same day, rescue work was still underway."
Ms. Chu Thi Cu, a resident of San village, said: “Last night, the soldiers took my two children to a relative’s house. Now they have come back to pick me up so I can go out and look after the children. The soldiers were very enthusiastic, working in the rain to help people all night long.”

Sitting on a motorboat with Captain Le Cong Manh, Captain of Company 13, Battalion 5, Engineer Brigade 575, Military Region 1, we could see all the hardship and urgency of rescuing people in the floodwaters.
In San village, the water was everywhere, up to the roofs, and the roads were difficult to maneuver. According to Captain Le Cong Manh, the boat had to go around because many places were entangled with electric wires and B40 nets, and the entrances to the houses were narrow and stuck. Our boat stopped at each house, approached the roofs, and then took people down from above.
Mr. Le Xuan Hong, resident of San village, said: "Yesterday, my nephew had a high fever. If the soldiers had not taken him out to the hospital, I would not know what to do." By 1 p.m. on October 8, all of the people's property, livestock, and poultry had been taken to a dry place by the soldiers. The sun had also risen, and the people felt somewhat reassured.

Corporal Nguyen Duc Huy, Company 7, Battalion 2, Regiment 2, Division 3, Military Region 1 expressed: "My teammates and I carry out our mission with the highest determination. We consider people's lives as our own lives, and people's property as our own property."
Lieutenant Colonel Bui Anh Minh, Political Commissar of Regiment 2, Division 3, Military Region 1, said: “The unit has sent 300 officers and soldiers to the isolated villages. We have deployed forces and vehicles urgently when the water level rose. The motto is not to let people be isolated, hungry, or cold.”
While Tien Luc commune is temporarily stable, the Nghia Trung dike in Viet Yen ward, Bac Ninh province is at risk of breaking. Regiment 2, Division 3, Military Region 1 mobilized 160 officers and soldiers to protect the dike. The location at risk of breaking the dike is more than 20 meters long, officers and soldiers had to urgently carry soil to patch the foot of the dike, preventing water from overflowing.
Lieutenant Colonel Nguyen Thanh Luan, Deputy Chief of Staff of Division 3, Military Region 1, who directly commanded the forces at the scene, said: "The unit has mobilized more than 4,000 sacks and more than 1,000 cubic meters of soil, and coordinated with local people to protect the dike and prevent overflow. However, the water is still flowing rapidly and there is heavy rain, so the situation is not optimistic."

Faced with the complicated situation, the Military Command of Bac Ninh province assigned the Defense Command of Area 3 - Tan Yen to send forces and vehicles to coordinate with Regiment 2 to carry out rescue work. The authorities reinforced the foot of the dike, preventing water from overflowing for 2 hours, but another section of the dike broke.
Authorities immediately launched rescue operations, evacuating people and their belongings from the area where the dike was breached. By the evening of the same day, heavy rains had flooded most of the villages. Rescue operations were still underway, despite the unfavorable weather conditions.
