Within the framework of Techfest Dong Nai 2025, the workshop "Implementing Resolution 57 on Science and Technology Development, Innovation and Digital Transformation for a Sustainable Dong Nai" recorded many opinions and strategic discussions, aiming to make Dong Nai a pioneer in technology application, creating a foundation for double-digit growth in the coming time.
Speaking at the opening of the workshop, Vice Chairman of Dong Nai Provincial People's Committee Le Truong Son emphasized: Dong Nai's goal is to break through and develop sustainably on the basis of knowledge, technology and digital capacity.

Mr. Son said that this workshop aims to unify the overall architectural framework, digital transformation roadmap and technology priorities, and propose feasible solutions that can be implemented immediately. Dong Nai is committed to creating a favorable legal environment, open mechanisms and priority resources to promote the development of science and technology and innovation in the coming time.
Building digital architecture framework and digital platform
Mr. Dang Tung Anh, Deputy Director of the Center for Technology - Digital Government (National Digital Transformation Agency, Ministry of Science and Technology) said that Dong Nai needs to soon build a provincial-level digital architecture framework, connecting with the national database, to create synchronization in management and exploitation of digital infrastructure.
According to Mr. Tung Anh, the national digital architecture framework is a common guiding model for all levels, ensuring connectivity, data sharing, and resource sharing, while helping to save investment costs, increase transparency, and improve service quality for people and businesses.

When building their own architectural framework, localities need to base it on the national framework, focus on standardizing data, avoiding duplicate investment and ensuring information security. At the same time, they need to closely follow the resolutions of the Ministry of Science and Technology on the list and implementation plan of digital platforms.
At the workshop, Mr. Tran Minh Tuan, Director of the Department of Digital Economy and Society (Ministry of Science and Technology) proposed that Dong Nai should deploy a sandbox mechanism to test a digital trading floor model for cashew products, which is considered one of the province's key export products.
According to Mr. Tuan, the digital trading platform will help make the supply chain transparent, thanks to the application of blockchain technology and QR codes for traceability, thereby increasing product value, eliminating intermediaries, and optimizing export prices. The system can also integrate artificial intelligence (AI) to forecast fluctuations in the global cashew market, supporting businesses to proactively develop production and export strategies.
Mr. Tran Giang Khue, Head of the Southern Office of the National Office of Intellectual Property, assessed that Dong Nai has a strategic position, especially as the "industrial capital" of the Southern region with a dynamically developing innovation ecosystem.
According to the 2025 Innovation Index, Dong Nai ranked 12th out of 34 provinces and cities nationwide, showing a position of strong growth potential if the province invests properly. To improve the innovation index, Mr. Khue suggested that Dong Nai needs to develop a synchronous intellectual property system at all stages, from creation, establishing rights to exploiting and protecting intellectual property rights.

Heavy investment needed in data and cybersecurity
Mr. Vu Ngoc Dien, Deputy Director of the Digital Infrastructure Center (Viettel Enterprise Solutions Corporation) affirmed that digital infrastructure is the driving force for innovation and socio-economic growth. Therefore, Dong Nai wants to develop sustainably and needs to focus on upgrading telecommunications infrastructure, expanding fixed broadband network to 100% of households, and developing data centers and cloud computing to support e-government and digital businesses.
In addition, Mr. Dien emphasized the role of information security, proposing that the province soon build a Cyber Security Monitoring Center, protect the information systems of all agencies and units in the area, and at the same time train cyber security human resources for long-term service.

Meanwhile, Director of VNPT Group's Digital Data Center, Mr. Huynh Luong Huy Thong, proposed that Dong Nai should identify the development of smart industrial parks as a breakthrough task in the province's smart urban strategy.
According to Mr. Thong, this model not only helps manage infrastructure - energy - environment effectively, but also connects digital services, e-commerce and logistics to serve Long Thanh international airport in the future.
