The old 5-storey apartment complex with 9 rows of houses is located in group 13, Tan Thinh ward, Hoa Binh city. According to the reporter's observation, the exterior of the 9 rows of houses has not been painted, covered with moss and mold, the concrete pillars are cracked, the steel core is exposed.

Mr. Tran Van Trung, a resident of building A1 in the apartment complex, said that the apartment complex is not strictly managed, damages are not repaired promptly, each person fixes it in their own way, whoever wants to fix it can fix it, drill and break it freely, leading to the deformation of the apartment complex, creating a shabby scene.

It is known that the apartment complex was built and put into use since 1978, and used to be the residence of workers drilling tunnels and installing machines at Hoa Binh Hydropower Plant. Currently, more than 260 households here are mainly retired workers of the hydropower plant.

Mr. Tran Van Trung added that this apartment complex is being divided into small residential clusters and is under the management of Hoa Binh Housing Development and Construction Investment Joint Stock Company.
