At the conference, the Directorate of Fisheries disseminated new legal documents that have come into effect in the fisheries sector, including: Decree No. 37/2024/ND-CP dated April 4, 2024 of the Government amending and supplementing a number of articles of Decree No. 26/2019/ND-CP dated March 8, 2019 of the Government detailing a number of articles and measures to implement the Fisheries Law; Decree No. 38/2024/ND-CP dated April 5, 2024 of the Government regulating handling of administrative violations in the fisheries sector.

In Quang Ninh, aquaculture is a strong point and has made an important contribution to the agricultural sector. This is also an area of interest to the province. In 2014, the Executive Committee of the Quang Ninh Provincial Party Committee issued Resolution No. 13-NQ/TU on the development of aquaculture economy in Quang Ninh province until 2020, with a vision to 2030. From 2013 to 2023, the aquaculture area of Quang Ninh province increased by about 1.5 times (from 21,425 hectares to 32,092 hectares). Total aquaculture output increased by about 2 times (from 88,984 tons to 175,324 tons). Quang Ninh province has calculated the expected demand for industrial feed for aquaculture products of over 40,000 tons/year. However, in the province, there are currently only 2 aquatic feed ingredient production facilities that have been granted a certificate of eligibility for production by the Department of Fisheries with an output of 174,000 tons in 2023 and 74,958 tons in the first 5 months of 2024.

From now until 2030, the Ministry of Agriculture and Rural Development aims to reduce the output of exploited aquatic products and increase the output of aquaculture products nationwide. To achieve this, standardizing the process of feed, breeds, and environmental treatment to ensure effective aquaculture is necessary and urgent. Therefore, the conference on management of aquatic feed and products for environmental treatment of aquaculture is held as an opportunity for the Department of Agriculture and Rural Development of the Northern provinces and cities as well as specialized agencies to share management experiences, and at the same time jointly build management solutions in the field of aquatic feed and products for environmental treatment of aquaculture to create a solid foundation to promote sustainable aquaculture development in the coming time.
