The social housing project in Ha Khanh urban area phase 1 with an area of 2 hectares invested by FLC Group was approved for investment by the Provincial People's Committee on August 1, 2025. The scale of the project includes 3 9-storey buildings with a total of 765 apartments. Each apartment has an area of 50-70m2.
The apartments will be designed in a modern, optimized way, ensuring standards of ventilation, natural light and fire safety. Located in the overall urban area, social housing buildings will benefit from a synchronous technical infrastructure system. The project area is considered to have a favorable location, close to the city's administrative center and quickly connected to major roads, industrial clusters, hospitals, and traditional markets. This location helps residents easily access available infrastructure and public services. This project aims to concretize the Government 's policy of using 20% of the land fund of commercial housing projects to serve social housing development.
To ensure the construction progress, the investor mobilized nearly 200 workers to work in 3 shifts continuously including Saturday and Sunday. Up to now, the project progress has reached about 50%.
Mr. Nguyen Xuan Hoa, Investment Director of FLC Group in Quang Ninh , said: We are mobilizing maximum human resources, equipment, and machinery to ensure construction progress, quality, and landscape as committed to the province. It is expected to complete the construction of the rough part by the end of 2025 and provide social housing for people in the first quarter of 2026. When put into operation, the project will contribute to reducing housing pressure in Ha Long and neighboring areas, especially in the segment for people with middle and low incomes. Not only contributing to solving the housing problem, we hope that each apartment here is not only a place to live, but also a foundation for people with middle and low incomes to stabilize their lives, have more opportunities to access better living conditions. In addition, we are continuing to complete the dossier to submit to the Provincial People's Committee for approval of the investment policy for the social housing project in Ha Khanh 2 urban area with a scale of 900 apartments.
Recently, Tu Liem Urban Development Joint Stock Company (Lideco) started the Social Housing Project at the land fund coded OXH-01 belonging to the Urban Area project in Cao Thang, Ha Khanh and Ha Lam wards of the old Ha Long City, now Cao Xanh and Ha Lam wards.
The project has a total land area of 1.5 hectares, including a 19-storey apartment building with 17 floors of tower and technical penthouse. The apartment building has 850 apartments for sale, lease-purchase, and rent with an area of 50-60m2/apartment for about 3,400 people. The project will be put into operation, exploitation, and operation in the fourth quarter of 2027. Notably, this is the first project to carry out procedures for assigning investors without bidding according to Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly and Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.

With the support of the province, departments, branches, localities, support from partners, and the experience of the unit, we are committed to completing the construction of the social housing project in Cao Xanh and Ha Lam wards. In the third quarter of 2027, put the project into operation, exploitation, and hand over apartments to people in the fourth quarter of 2027, ensuring quality, landscape, and regulations.
