At the Dak Lak province bridge, there were leaders of the Department of Industry and Trade, the Department of Finance, Dak Lak Electricity Company and Power Transmission Company 3. On March 3, 2025, the Government issued Decree 57/2025/ND-CP on the direct power purchase mechanism (DPPA) between large customers and renewable energy power generation units, including two forms: Through private connection lines and through the national grid; Decree 58/2025/ND-CP focuses on encouraging self-produced and self-consumed rooftop solar power and paving the way for offshore wind power development. Up to now, the implementation of the two decrees has initially created a synchronous legal corridor, contributing to promoting the development of the electricity market. However, the implementation process has raised many problems from localities and businesses, such as: Electricity price framework in the DPPA mechanism through private connection grid; payment costs for clearing differences in the DPPA mechanism through the national grid; Certificate of registration for rooftop solar power development; subjects eligible to purchase excess output from rooftop solar power; regulations on monitoring equipment suitable for capacity; conditions for enjoying incentives, regulations on survey projects and limits on sea area.
At the conference, representatives of many localities and businesses frankly shared the difficulties and obstacles in the implementation process. The issues focused on the electricity price framework in the DPPA mechanism, the cost of clearing the difference when transacting through the national grid, the procedures for granting certificates for rooftop solar power development as well as the conditions for offshore wind power projects to enjoy preferential policies. In addition to the positive initial results, there are still many contents that need to be researched, revised and supplemented to ensure feasibility, transparency and suitability with reality.
Concluding the conference, Deputy Minister of Industry and Trade Nguyen Hoang Long affirmed: Removing obstacles and perfecting policies not only aims to promote renewable energy projects, but also aims at the further goal of forming a transparent and sustainable competitive electricity market, meeting the requirements of economic development and Vietnam's commitment to reduce emissions. Incorporating opinions from businesses and localities, in the coming time, the Ministry of Industry and Trade will advise the Government to consider amending and supplementing according to regulations./.
