The Ministry of Industry and Trade issued a Plan to implement Directive No. 20/Ct-TTg dated July 12, 2025 of the Prime Minister on a number of urgent and drastic tasks to prevent and resolve environmental pollution.

On September 29, 2025, the Ministry of Industry and Trade issued Decision No. 2678/QD-BCT on promulgating the Plan of the Ministry of Industry and Trade to implement Directive No. 20/Ct-TTg dated July 12, 2025 of the Prime Minister on a number of urgent and drastic tasks to prevent and resolve environmental pollution.

On September 29, 2025, the Ministry of Industry and Trade issued Decision No. 2678/QD-BCT on promulgating the Plan of the Ministry of Industry and Trade to implement Directive No. 20/Ct-TTg dated July 12, 2025 of the Prime Minister on a number of urgent and drastic tasks to prevent and resolve environmental pollution.

The purpose of the Plan is to synchronously and effectively implement Directive No. 20/CT-TTg, based on the 6 clear principles: "clear people, clear work, clear time, clear responsibility, clear products, clear authority"; Strengthen the state management role of the Ministry of Industry and Trade in developing the environmental industry and protecting the environment of the Industry and Trade sector; Mobilize the active and proactive participation of agencies and units of the Industry and Trade sector in preventing and resolving environmental pollution; especially in activities related to the task of protecting the environment of the Industry and Trade sector, strictly control the import of old machinery, equipment and scrap; promote cleaner production, waste circulation and recycling and reduce emissions to the environment in industrial parks and clusters; Specify the contents of Directive No. 20/CT-TTg, assign units within the Ministry of Industry and Trade to effectively implement the Directive and mobilize the close coordination of the Departments of Industry and Trade, Corporations, General Companies and enterprises to carry out urgent tasks, resolutely prevent and resolve environmental pollution in the industry and trade sector.

The plan assigns responsibilities to agencies and units of the industry and trade sector to implement the Plan. In which, the responsibility of the Department of Industry and Trade is to develop and organize the implementation of the Plan to implement the Vietnam Environmental Industry Development Program for the period 2025-2030 in the area; Coordinate with the Department of Environmental Safety in state management of environmental protection for industrial parks and clusters in the management area; Coordinate with the Department of Import and Export in controlling the import of used machinery and scrap as raw materials for production; Propagate and disseminate contents related to the organization and implementation of Directive No. 20/CT-TTg and the Implementation Plan of the Ministry of Industry and Trade; Report on the implementation of Directive No. 20/CT-TTg to the Department of Environmental Safety before November 15 every year or ad hoc as required to synthesize and report to the Ministry's leaders.

This Decision comes into force from the date of signing and promulgation.
