
Heavy rain caused the water level on the Huong River at Kim Long to rise 0.21m above alert level 1; the Bo River at Phu Oc to fall 0.27m below alert level 2. Heavy rain caused widespread flooding of 0.3 - 0.4m on some low-lying roads in Quang Dien commune such as: Provincial Road 19A, Pho Nam B Hamlet - Niem Pho, Provincial Road 4, Dong Xuyen - An Xuan Tay, Nam Duong.
In Hoa Chau ward, Provincial Road 4B was flooded 20cm deep in front of the Ward Party Committee Headquarters. In Phong Dien ward, two inter-village roads were flooded 50cm deep. In Kim Tra ward, roads along the Bo River were flooded from 20 - 50cm. The bank of Bu Lu River through Thuy Yen Thuong village, Chan May - Lang Co commune was eroded about 100m, threatening to affect the houses of some households. The authorities have mobilized human resources and equipment to overcome the erosion of this river bank.
The Department of Irrigation and Climate Change of Hue City warns of locations at risk of flash floods, landslides in mountainous areas, traffic routes; landslides on river banks and coasts. Accordingly, there is a risk of landslides in mountainous areas in the following communes and wards: A Luoi 1, A Luoi 2, A Luoi 3, A Luoi 4, A Luoi 5, Nam Dong, Khe Tre, Long Quang, Phong Dien, Phu Loc. Risk of landslides on traffic routes: Ho Chi Minh Road, Cam Lo - La Son and La Son - Tuy Loan expressways, Road 71, National Highways 49A and 49B. Risk of landslides on river banks: O Lau, Bo, Ta Trach, Huu Trach, Truoi, Bu Lu.
Based on the location and warning area, localities and units arrange forces to inspect and review residential areas along hills, rivers, streams, coastlines, lagoons, and low-lying areas to proactively organize the relocation and evacuation of people in areas at risk of flash floods, landslides, deep flooding, and areas that are easily isolated. Organize forces to deploy traffic control and guidance, and post warning signs at culverts, spillways, deep flooding, fast-flowing water, and eroded and eroded riverbanks and coastlines; proactively arrange forces, materials, and means to overcome incidents, ensure traffic on main traffic routes when storms occur; check and review, and withdraw all forces from areas at risk of flash floods and landslides to ensure safety.
Dam owners, exploitation management units, investors of hydroelectric and irrigation works continue to inspect, promptly detect and handle points at risk of landslides along lake banks, upstream and downstream of key works.
Localities and units have made plans to reserve supplies, vehicles, equipment, and necessities; mobilize forces and vehicles; and ensure smooth communication in all situations to serve the direction of natural disaster prevention, control, and search and rescue. It is forecasted that from October 18 to 20, Hue city will continue to have moderate to heavy rain, and in some places very heavy rain; total rainfall will be 60-120mm, in some places over 150mm.
