Guidance on grassroots information activities when implementing the arrangement of administrative units and local government organizations at 2 levels

Pursuant to Official Dispatch No. 271/TTCSTTĐN-TTCS dated May 19, 2025 of the Department of Grassroots Information and External Information on guiding grassroots information and external information activities when implementing the arrangement of administrative units and local government organizations at 2 levels; Official Dispatch No. 3299/UBND-TH dated April 22, 2025 of the Provincial People's Committee on temporarily stopping investment in grassroots radio stations in localities; The Department of Culture, Sports and Tourism has just issued a document guiding grassroots information activities when implementing the arrangement of administrative units and local government organizations at 2 levels and requesting reporting of grassroots radio broadcasting data.

Pursuant to Official Dispatch No. 271/TTCSTTĐN-TTCS dated May 19, 2025 of the Department of Grassroots Information and External Information on guiding grassroots information and external information activities when implementing the arrangement of administrative units and local government organizations at 2 levels; Official Dispatch No. 3299/UBND-TH dated April 22, 2025 of the Provincial People's Committee on temporarily suspending investment in grassroots radio stations in localities; The Department of Culture, Sports and Tourism has just issued a document guiding grassroots information activities when implementing the arrangement of administrative units and local government organizations at 2 levels and requesting reporting of grassroots radio broadcasting data.

Specifically, regarding the establishment of commune-level radio stations: In case communes and wards, when merging, have radio stations using one of the following technologies: wired radio, FM wireless radio, or radio using information technology - telecommunications that are operating normally, then use an automatic integration device to connect wired speaker clusters, FM wireless speaker clusters with radio transmitters and receivers using information technology - telecommunications to establish 01 radio station of the new administrative unit.

In case communes and wards, upon merger, have radio stations using one of the wired radio transmission technologies or FM wireless radio transmission that are operating normally, they will continue to use them until they are degraded, broken, unusable, or fully depreciated according to the provisions of law on management and use of public assets. Then, a new radio station applying information and telecommunications technology will be established.

In case the merged communes and wards do not have a radio station, the People's Committee at the commune level shall organize investment and establish a radio station applying information and telecommunications technology from the local budget, national target program sources or other legal sources.

The People's Committee at the commune level shall arrange for the personnel in charge of the radio station to be the personnel of the public service unit directly under the People's Committee at the commune level according to the direction in Official Dispatch No. 03/CV-BCĐ dated April 15, 2025 of the Government Steering Committee "to establish a public service unit directly under the People's Committee at the commune level to provide basic and essential public service services to the people in the area", including the field of information and communication. After merging the administrative unit, the People's Committees of wards and communes shall arrange for the staff in charge of the radio station to ensure that propaganda activities are not interrupted.

Regarding the consolidation of grassroots propagandists in villages, hamlets, and residential groups : After merging into new administrative units, commune-level People's Committees shall organize the review and consolidation of grassroots propagandists in villages, hamlets, and residential groups, in accordance with the guiding document No. 2806/HD-BTTTT dated July 16, 2024 on the guidance on building and consolidation of grassroots propagandists of the Ministry of Information and Communications (formerly).

Regarding the end of district-level radio and television broadcasting activities : District-level Cultural, Sports and Communication Centers review, inventory, and list technical and technological equipment serving the production of program content of the unit and handle it according to the provisions of law on management and use of public assets. For assets and equipment related to radio stations, they are handed over to the People's Committees of communes and wards in the area for management.

For damaged or liquidated FM transmitters, notify the regional radio frequency center to stop using the frequency and radio equipment to control the frequency range to prevent and stop illegal broadcasting after the termination of broadcasting and relaying activities of the district-level radio and television facility.

Regarding the establishment of the Electronic Information page : After the merger, communes and wards should contact the Provincial Electronic Information Portal to complete the procedures to terminate the operation of the old Electronic Information Page and request to establish a new one (or request to modify or revoke the subdomain name nghean.gov.vn).

After the merger, the People's Committees of communes and wards will complete the Editorial Board of the Electronic Information Page, assign tasks and develop news articles to ensure communication requirements at the grassroots level.

Regarding the implementation of Sub-project 1 under Project 6 : Information poverty reduction, National target program on sustainable poverty reduction in 2025, the People's Committees of districts, cities and towns shall comply with Circular No. 06/2022/TT-BTTTT dated June 30, 2022 of the Ministry of Information and Communications guiding the implementation of the Information Communication and Poverty Reduction Project under the National Target Program on sustainable poverty reduction for the period 2021-2025 and Circular No. 01/2025/TT-BTTTT guiding the amendment and supplementation of a number of articles of Circular No. 06/2022/TT-BTTTT dated June 30, 2022.
