Working Group No. 3 met to discuss and resolve difficulties and obstacles in disbursing public investment capital.

On the afternoon of September 29, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Pham Van Thieu; Member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee Phan Thanh Duy; Vice Chairman of the Provincial People's Committee Huynh Chi Nguyen chaired the meeting of Working Group No. 3 on removing difficulties and obstacles, promoting disbursement of public investment capital for key projects and works in the province.

Meeting scene.

At the meeting, the Working Group heard reports on the situation, progress, difficulties and obstacles in the implementation of the projects: Belt road in Bac Lieu city (phase 1); belt road outside Bac Lieu city (phase 1); construction of Hoa Binh 2 bridge and the connecting road to Giong Nhan - Go Cat road; construction of DT.979 road from Phuoc Long town - Phuoc Long district to Ba Dinh - Hong Dan district; upgrading Ninh Quoi - Ngan Dua road, Hong Dan district, invested by the Bac Lieu Traffic Construction Investment Project Management Board.

According to the capital plan for 2025 (including 2024), 1,486 billion VND has been allocated for projects; to date, 93 billion VND has been disbursed, reaching 6.25% of the capital plan. The main reason for slow disbursement is that the projects are currently stuck in site clearance; some projects are in the process of selecting construction contractors.

At the meeting, delegates exchanged, discussed and proposed solutions to remove difficulties and obstacles in land acquisition, support, compensation and resettlement for project implementation; at the same time, increased progress in preparing documents, investment procedures, and selecting contractors, in order to speed up the implementation progress and disbursement of capital plans allocated for projects.

Speaking at the meeting, Chairman of the Provincial People's Council, Head of Working Group No. 3 Pham Van Thieu requested departments, branches; investors; People's Committees of communes and wards to strengthen their responsibility in coordinating to handle difficulties and problems; step up propaganda and mobilize people affected by projects to comply with the State's land recovery policy and promptly hand over the site to the construction unit.

In land acquisition, Chairman of the Provincial People's Council Pham Van Thieu requested agencies, units and localities to implement the highest compensation and support policies that are most beneficial to the people according to the provisions of law.

There is not much time left to implement and disburse capital from now until the end of the year. Chairman of the Provincial People's Council Pham Van Thieu requested agencies, units, localities and investors to have a plan, roadmap, and specific time to complete site clearance work; supervise and urge contractors to mobilize maximum human resources and equipment to speed up construction progress and disburse capital... contributing to achieving the target of disbursing 100% of public investment capital in 2025 as directed by the Prime Minister .
