The Hue City Party Committee has 44 affiliated units (40 communes and wards and 4 affiliated party committees) with more than 57,800 party members. The Standing Committee of the Hue City Party Committee always identifies inspection and supervision as a leadership function of the Party, with an extremely important position and role in all leadership activities of the Party, as a factor ensuring that the Party's policies, guidelines, resolutions, directives and regulations are implemented seriously, effectively and efficiently, improving the leadership capacity and fighting strength of the Party organization; preserving the moral qualities and lifestyle of cadres and party members; preventing and repelling negative manifestations and degradation in political ideology, moral qualities, lifestyle, "self-evolution", "self-transformation" within the Party; contributing to strengthening Party discipline, creating solidarity and unity within the Party and consolidating people's trust in the Party's leadership.
Documents of the 16th Congress of the Party Committee of Thua Thien Hue province (now Hue city), term 2020 - 2025, affirmed: Innovate and improve the effectiveness and efficiency of inspection, supervision and party discipline work. Raise awareness, responsibility and determination of Party committees and organizations, first of all the heads of Party committees and organizations, on Party building, inspection, supervision and party discipline work. This is the basis for each Party committee, Party organization and inspection committee at all levels to promote their role and responsibility in leading the Party's inspection, supervision and discipline work throughout the term.
The Standing Committee of the Hue City Party Committee has promptly led the dissemination and implementation of new resolutions, directives, regulations, rules and instructions of the Central and the city on Party building work in general and inspection, supervision and discipline work in the Party in particular to the Party cells and Party members in the entire City Party Committee. Party committees at all levels have led the inspection committee to proactively advise on the implementation of inspection, supervision and enforcement of Party discipline and the control of assets and income according to regulations.
Immediately after the Congress, the City Party Committee and the Standing Committee of the Hue City Party Committee developed and effectively implemented the Working Regulations, Work Program, Inspection and Supervision Program for the entire term. Every year, the Standing Committee of the City Party Committee promptly advised the City Party Committee to promulgate the inspection and supervision program, and led the subordinate Party Committees to develop and effectively implement the work program, inspection and supervision program. Assigned specific tasks to the City Party Committee members and the Standing Committee members of the City Party Committee to monitor the area and field, chair the inspection and supervision team; advised the City Party Committee on the leadership plan, organization, dissemination and implementation of the Central's resolutions, regulations, decisions, conclusions and instructions on Party building, inspection, supervision and discipline for key cadres in the whole city and Party Committees, Party organizations and inspection committees at all levels.
The Standing Committee of the Hue City Party Committee has focused on building and effectively implementing Project No. 07-DA/TU, dated September 1, 2021, "On improving the quality of inspection, supervision and party discipline enforcement work in the Thua Thien Hue Provincial Party Committee (now Hue City) for the period 2021 - 2026". guide subordinate Party committees to develop specific plans for deployment and implementation; issue documents to lead the work of inspection, supervision, Party discipline and Party finance; and regulations on coordination between the inspection committee and relevant departments and branches in performing the tasks of inspection, supervision and Party discipline.
The work of leadership, consolidation and improvement of the organizational apparatus and training and development of cadres has always received due attention; the quantity and quality of the cadres doing inspection work at all levels have been improved; the arrangement and organization of the apparatus have been directed to ensure streamlining, effectiveness and efficiency; and the rotation and mobilization of inspection cadres at all levels have been well implemented.
The quality and efficiency of inspection and supervision are improved.
Inspections and supervisions according to the program and plan for the 2020 - 2025 term were implemented with quality and efficiency. Party committees at all levels inspected 2,670 party organizations and 16,939 party members (an increase of 34 organizations and 1,114 party members compared to the previous term); supervised 2,707 party organizations and 13,159 party members (an increase of 86 organizations and 3,305 party members compared to the previous term) . The content of inspections and supervision focused on leadership, direction and organization of implementation of resolutions, directives of the Party, policies and laws of the State, focusing on supervising the implementation of the Resolution of the 13th National Congress of the Party, the Resolution of the 16th Congress of the Party Committee of Thua Thien Hue province (now Hue city); on things that party members are not allowed to do; promoting the building and rectification of the Party and the political system; Resolutely prevent, repel, and strictly handle cadres and party members who have degraded in ideology, politics, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation"; key programs on socio-economics, national defense and security; work on preventing and combating corruption, practicing thrift, and combating waste; in land management and use... Through inspection and supervision, party organizations and party members have basically performed well the inspected contents; in addition, 141 organizations and 201 party members have been discovered to have committed violations, including 3 party members who committed violations to the extent that disciplinary action must be taken; promptly remind and correct party organizations and party members who have committed violations but not to the extent of being transferred for inspection when there are signs of violations or disciplinary action.
Party committees and inspection committees at all levels have inspected 73 party organizations and 257 party members when there were signs of violations, including 136 party committee members at all levels (an increase of 2 party organizations and a decrease of 66 party members compared to the previous term); the content of violations was about what party members are not allowed to do, the implementation of resolutions, directives, regulations, conclusions of the Party, policies and laws of the State, the implementation of investment projects, basic construction, related to personnel work, budget management... Through inspection, it was concluded that 73 party organizations and 257 party members violated; of which 15 party organizations and 105 party members violated to the extent that disciplinary action had to be taken and disciplinary action had been taken, the remaining party organizations and party members were requested to seriously review and learn from experience. The results of the implementation of the above tasks show that: inspection when there are signs of violations is identified as a key task, so most Party committees have paid attention to implementing and leading inspection committees at all levels to carry out this task. Inspection committees at all levels have proactively surveyed and grasped the situation to detect signs of violations by Party organizations and Party members, promptly conducted inspections to prevent and limit the occurrence of shortcomings, defects and violations. The inspected subjects complied well with the decisions and inspection conclusions of the superior Party organizations and considered this a regular task in Party building work. Cases of Party members violating the law have been directed to be handled promptly.
Inspection committees at all levels have inspected the implementation of inspection, supervision and party discipline tasks for 1,370 party organizations (an increase of 132 organizations compared to the previous term). As a result, the majority of inspected party organizations have performed well the inspection and supervision tasks; 36 party organizations have not performed well in this content, accounting for 2.6% of the number of inspected organizations. Supervision of 1,889 party organizations and 1,940 party members (an increase of 1 organization and 27 party members compared to the previous term) focused on the implementation of Party directives and resolutions, State policies and laws, local military and defense tasks; implementation of the principle of democratic centralism, working regulations, assigned duties and responsibilities of party members; personnel work; In the fields of public investment, land management, construction order, etc., it was concluded that party organizations and party members basically ensured the content of supervision. There were 118 party organizations and 75 party members with shortcomings and defects, but not enough to be transferred for inspection when there were signs of violations. Party finance inspection of 24 party organizations; inspection of collection, payment, management and use of party fees for 1,218 party organizations and 33,795 party members (an increase of 31 party organizations and 16,921 party members compared to the previous term). Through inspection, 18 party organizations and 419 party members were found to have violated the collection, payment, management and use of party fees with a total amount of 57 million VND and were accounted for and recovered. Assets and income of 444 party members who are cadres under the management of Party committees at all levels were inspected and verified.
The advisory and support agencies of the City Party Committee and lower-level Party Committees assign leaders and specialists to monitor fields and areas to conduct regular supervision; annually develop programs and plans to inspect and supervise contents and fields according to the functions and tasks of each organization. In the 2020-2025 term, the advisory and support agencies of the City Party Committee and lower-level Party Committees conducted inspections of 111 party organizations and 10 party members, and supervised 180 party organizations and 6 party members in specialized fields.
Inspections and supervisions are carried out by Party committees, Party organizations, and inspection committees at all levels to ensure principles, processes, procedures, time, and methods of implementation. Through inspections and supervisions, Party committees at all levels have correctly assessed the leadership and organization of political tasks, clarified the responsibilities of collectives and individuals of Party committee members and key officials, especially where there are outstanding issues, and promptly prevented and limited violations of Party and State discipline. Strengthened monitoring and direction of the implementation of conclusions after inspections and supervisions, especially the overcoming and correction of shortcomings and limitations, and the consideration and handling of violations.
Disciplinary action Party organizations and party members ensure fairness, accuracy and timeliness.
Disciplinary action was taken against 22 party organizations (11 party committees, 11 inspection committees). Disciplinary forms: 21 reprimands, 1 warning; focused violations: compliance with resolutions, directives, regulations, conclusions of the Party, policies and laws of the State, compliance with working regulations, the principle of democratic centralism, working regime... Disciplinary actions were taken against 1,576 party members (1,404 party members of the Party Committee, 172 party members of the Inspection Committee), disciplinary forms: 1,311 reprimands , 160 warnings , 10 dismissals, 95 expulsions ; focused violations : violations of population and family planning policies (before the issuance of Instruction No. 15 -HD/UBKTTW, dated March 20, 2025); compliance with resolutions, directives, regulations, conclusions of the Party, policies and laws of the State...
In general, the consideration of disciplinary action is promptly considered by Party committees and inspection committees at all levels, concluding on the nature, extent, harm, and cause of violations for handling. When considering and handling, it is necessary to ensure objectivity, fairness, and accuracy; Party members and Party organizations are aware of violations, strictly comply with regulations on principles, procedures, and authority to enforce Party discipline, contributing to the fight against, prevention, and repelling political, moral, and lifestyle degradation, "self-transformation" and "self-transformation" within the Party, and building a clean and strong Party organization. During the entire term, there has been no case of disciplinary complaints so far.
Receiving, processing and resolving applications and letters in a timely and correct manner
The Hue City Party Committee's Inspection Committee received and processed 340 petitions (a decrease of 51 petitions compared to the previous term), focusing on the content: taking advantage of, abusing positions and powers , abusing power for personal gain , acts of degradation in political ideology, ethics, lifestyle ... Through review and appraisal: 87 petitions were transferred, 47 were returned, 203 petitions were kept, and a team was established to resolve 3 petitions. The lower-level inspection committee received and processed 322 petitions, letters of denunciation, and recommendations reflecting on the content of taking advantage of, abusing positions and powers , abusing power for personal gain in a number of areas, such as land management, personnel work, and capital construction investment... 61 petitions were transferred, 73 were returned, 106 petitions were kept, 24 petitions were established to resolve denunciations, and 58 petitions were closed and not resolved.
The Inspection Committees at all levels have resolved denunciations against 3 organizations and 31 party members (an increase of 2 organizations, a decrease of 19 party members compared to the previous term) . The denunciations mainly concerned the implementation of working regulations; moral qualities, lifestyle; corruption, intentional violations; things party members are not allowed to do; performing assigned duties and tasks; land management and use; personnel work... The subjects of denunciations were mainly leaders and key officials in localities and units. Through resolving denunciations, the conclusions were: 1 denunciation against a party organization, 7 denunciations against party members had no basis for conclusion; 1 denunciation against a party member was withdrawn and not considered for resolution; 1 denunciation against an organization, 9 denunciations against wrong party members; 1 complaint against the party organization, 14 party members were correct and partially correct, of which: 13 complaints against party members were correct in their violations, but not to the extent of requiring disciplinary action, 1 complaint against the party organization, 1 complaint against a party member was correct in his violations and required disciplinary action and had been taken.
In the process of handling petitions and denunciations, Party committees and inspection committees at all levels have carried out the process in a timely manner, in accordance with the prescribed procedures and authority; basically ensuring objectivity, accuracy, clarifying right and wrong; up to now, no petitions and letters have been left to linger for a long time; thereby, helping cadres, Party members and Party organizations with shortcomings and violations to seriously correct, learn from experience and take remedial measures.
The above results were achieved because Party committees, Party organizations, and Inspection Committees at all levels proactively and actively monitored and grasped the situation to build, lead, and successfully complete the inspection and supervision program for the entire term and annually. Identify the content and key objects of inspection and supervision for sectors, fields, localities, areas, and units that need attention. Gradually innovate methods, improve the effectiveness and efficiency of inspection and supervision work in the direction of being close to the grassroots, closely following the situation, cases, and public opinion of interest. Comprehensively and effectively carry out the tasks of inspection, supervision, and enforcement of Party discipline according to the provisions of the Party Charter, especially the inspection of Party organizations and Party members when there are signs of violations. Pay attention to perfecting and strengthening Inspection Committees at all levels to ensure quantity and quality, and build a team of inspection officers who are proficient in their profession, have high professional qualifications , courage, and responsibility.
Some solutions in the next term
From the current practical situation, in order to build the Hue City Party Committee to be increasingly clean and strong, meeting the requirements of the tasks, the Party's inspection, supervision and discipline work in the coming term must continue to be promoted, further improving the quality and efficiency. In particular, it is necessary to focus on the following basic tasks and solutions:
Firstly, continue to create a strong change in awareness, action, responsibility and political determination of Party committees and organizations at all levels regarding the work of inspection, supervision and discipline of the Party. In recent times, the work of inspection, supervision and discipline of the Party in Hue city has been promoted and achieved many good results, contributing significantly to building a clean and strong Party organization of the city, creating a good impression and spreading in society. However, compared to the requirements and tasks in the current period, the work of inspection, supervision and discipline of the Party in the city still has certain limitations and shortcomings, and some Party committees have not paid due attention to the implementation of this task.
It is necessary to be consistent in the perception that inspection and supervision are the leadership functions of the Party, an important part of the entire Party building work. President Ho Chi Minh once advised: “If we organize the inspection carefully, it is like having a “headlight”. We can clearly see all the situations, all the advantages and disadvantages, all the cadres. It can be said that: nine-tenths of the shortcomings in our work are due to the lack of inspection” (1) . Therefore, inspection and supervision are the tasks of the entire Party, of each Party cell and each Party member, and first of all of the Party Committee and the head of the Party Committee.
Second, continue to innovate and improve the quality, effectiveness and efficiency of the Party's inspection, supervision and discipline work. The Party's inspection, supervision and discipline work must originate from political tasks, serve political tasks and Party building work. Therefore, Party committees and organizations at all levels must regularly conduct self-inspection and self-review, promptly point out strengths to promote, detect limitations and shortcomings to proactively rectify and overcome.
Continue to effectively implement the motto of "expanded supervision, inspection must have focus and key points", focusing on leadership, direction and implementation of directives, resolutions, and conclusions of the Party, sensitive areas, areas prone to violations, in the work of preventing and combating corruption, waste, negativity, asset and income declaration... linking inspection and supervision of Party organizations with Party members, especially Party committee members and cadres under the management of Party committees at the same level. Focus on inspection when there are signs of violations against Party organizations and Party members, focusing on areas, fields, and work positions where corruption and negativity are likely to arise, where there are signs of internal disunity, new complex problems arise...; promptly and thoroughly resolve petitions, denunciations, and complaints against Party organizations and Party members.
Strengthening the coordination between the Party's inspection and supervision with the State's inspection, auditing, investigation, prosecution and trial; promoting the role of the Vietnam Fatherland Front, socio-political organizations in supervision, the role of the media, press and people in reflecting public opinion, fighting against violations of the law and negative phenomena... Promoting the digital transformation of the Party inspection sector, continuing to improve and supplement processes and procedures for performing inspection, supervision and party discipline tasks of Party committees and inspection committees at all levels, focusing on mechanisms and measures to proactively detect early to prevent and stop shortcomings, defects and violations of Party organizations and Party members from the beginning; effectively applying scientific and technological achievements to the Party's inspection and supervision work, towards "inspection on data, supervision on data".
Third, continue to consolidate, improve and improve the quality of the Party's inspection staff. The Party's inspection and supervision work is a very difficult and complicated task. To complete the task well, it is necessary to build a team of inspection staff at all levels with sufficient qualities, capacity, courage, intelligence, professional expertise, and understanding of many fields; in particular, they must be truly impartial, objective, not deferential, evasive, ready to face difficulties and challenges, especially in performing inspection tasks when there are signs of violations, handling denunciations against Party committee members and Party members who are leaders and managers about power degeneration, power abuse, negativity, corruption, "group interests"... The inspection committee and inspection staff at all levels must determine political determination, promote their roles and responsibilities, build a clean and strong team of staff, and excellently complete assigned tasks.
Fourth, strengthen the dissemination of Party inspection, supervision and discipline work. Timely publicization of inspection, supervision and Party discipline enforcement results contributes to improving the effectiveness of the fight to prevent and repel degradation, "self-evolution" and "self-transformation" within the Party. The public disclosure of violations, inspection results and consideration of Party discipline enforcement against cadres and Party members, including high-ranking cadres and retired cadres in the recent past has been highly welcomed by public opinion. On the one hand, it demonstrates the Party's high political determination in Party building and rectification work, demonstrating democracy and transparency in Party activities. On the other hand, the public disclosure of inspection, supervision and Party discipline enforcement results has a great effect in warning, alerting, fighting to prevent and prevent negative phenomena, corruption and waste in Party organizations and the State apparatus. At the same time, publicizing inspection results and conclusions on mass media also requires Party committees and inspection committees at all levels to perform inspection, supervision, and party discipline tasks correctly, carefully, closely, and accurately.
With high political spirit and determination, the active and synchronous participation of Party committees, Party organizations and inspection committees at all levels, the Party's inspection, supervision and discipline work has been deployed regularly and continuously, constantly improving its effectiveness and efficiency, which is an important condition to build the Hue City Party Committee to be increasingly clean and strong, leading the successful implementation of the set political tasks./.
