For remedying all the consequences, former Deputy Director of Hanoi City Police Nguyen Anh Tuan received 5 years in prison.

On the afternoon of July 28, the Hanoi People's Court sentenced the defendants in the major rescue flight case.

Defendant Nguyen Anh Tuan, former Deputy Director of Hanoi City Police, was sentenced to 5 years in prison for "bribery brokerage" with a brokerage fee of 2.65 million USD (equivalent to nearly 62 billion VND). This is the amount of money that defendant Nguyen Thi Thanh Hang (Deputy General Director of Bluesky Company) gave to Tuan to help her with the case.

Previously, on the morning of July 21, in response to the defense arguments of the lawyers and the defendant, the Procuracy changed its opinion on the indictment of defendant Nguyen Anh Tuan and proposed that the panel of judges sentence him to 5-6 years in prison.

Regarding the reason for requesting a sentence reduction for defendant Tuan, the representative of the Procuracy said that the defendant's family had paid to compensate for all the consequences with the amount of 1.85 million USD and was criminally responsible.

In addition, the Procuracy requested the People's Court to return 210,000 USD and 146 pieces of gold, which were seized assets for defendant Nguyen Anh Tuan, and to cancel the order to freeze the bank account containing 1 billion VND for the defendant's family.

In court, Mr. Nguyen Anh Tuan clearly and quite specifically stated the timelines and amounts of money transacted to secure the sentence between the defendants.

Mr. Tuan said that he considered Nguyen Thi Thanh Hang as his younger sister. At the end of January 2022, after the Lunar New Year, Hang came to see him and told Mr. Tuan that Hang had participated in the combo flight service and was likely to be in trouble with the law.

After a phone call to Hoang Van Hung (former Head of the Political Logistics Department, Department of Security Investigation, Ministry of Public Security ), Mr. Tuan knew that this person was the main investigator of the case.

" At first, the defendant thought that they were friends so he helped because he loved Hang very much. The defendant let them know each other to make it easier to work when Hang turned herself in, " the former Deputy Director of Hanoi City Police stated, adding that he arranged for Hang and Hung to meet for the first time to get to know each other on a day at the end of January 2022.

The second meeting took place at Mr. Tuan's house. That day, Hang said she was the Deputy General Director but in charge of relations and giving money to former officials of ministries and branches, while Son was the General Director. This time, Mr. Tuan asked Hung to guide Hang to confess.

Hung then agreed to help on the condition that Hang needed to write reports, specifically recording the relationship between the money and the units, and which ministries and branches. From there, Hang wrote 7 reports and a confession to send to the Investigation Agency.

The third time, also at Mr. Tuan's house, Hang handed over the above reports to defendant Hung. According to Mr. Tuan's testimony, Hung asked Hang not to include the date or month in the reports. Regarding the content, Mr. Tuan stated that Hoang Van Hung asked the female Deputy General Director of Bluesky Company to present the entire development and separate the content of each Ministry and branch.

During the meeting with the two former police officers, Hang said that she was the main person in charge and did not want General Director Le Hong Son involved in the case. However, around June-July 2022, when the investigation agency worked and recorded Son's statement, it emerged that Son said he knew about Hang giving bribes to former officials of some units. Seeing this, Hang was worried and asked Mr. Tuan for his opinion. Tuan said he needed to ask for the opinion of investigator Hoang Van Hung.

In addition, when Hang expressed her desire to send Hung some money, Mr. Tuan conveyed it to Hung and the former investigator agreed. Mr. Tuan said that the first time she gave the bribe, Hang gave Tuan 100,000 USD and Tuan transferred the money to Hung. The second time, Hang gave Mr. Tuan 150,000 USD to transfer to Hung.

" If Hang transfers money, after 1-2 days I will call Hung to give him the money ," the former Major General said.

In mid-April 2022, Hung said that there were many investigators involved, so he had to use funds to establish relationships and train everyone. From there, Mr. Tuan passed this message to Hang. On the evening of April 20, Hang continued to give Mr. Tuan 200,000 USD to forward to Hung.

From April to about September 2022, according to Mr. Tuan's testimony, the defendant transferred to Hoang Van Hung 5-6 times a total amount of about 1.45 million USD.

In August 2022, Hung informed Mr. Tuan about his plan to change his job position due to the transfer. However, when Mr. Tuan asked about Hang's case, Hung still affirmed that he was not affected.

Around the end of August and beginning of September 2022, Hoang Van Hung announced that Hang's case was favorable in the direction of surrender, but Le Hong Son might be criminally prosecuted. Faced with that situation, Hung asked Mr. Tuan: "Are you determined to save Son?".

Fearing that Son would be in trouble with the law, Nguyen Thi Thanh Hang insisted that she was determined to save Son, otherwise it would affect her confession. Around the beginning of October 2022, Hung requested an additional transfer of 350,000 USD and urged Hang to transfer the money soon. At that time, Hang had only prepared 250,000 USD, so Mr. Tuan spent 100,000 USD of his own money to give to investigator Hoang Van Hung.

After giving Hung more than 1.4 million USD, Hang and Son were still called by the investigation agency to work and collect documents at Son's company.

Lo Hang and Son were criminally prosecuted even though they had already given another 350,000 USD. Mr. Tuan contacted Hung and asked him to continue giving another 350,000 USD.

Also according to Mr. Tuan, on December 8, 2022, the investigation agency prosecuted and temporarily detained Le Hong Son. Explaining this when meeting Hang, Hung stated that the grounds for the investigation agency to arrest Son were weak and the evidence was insufficient.

Answering the judge's question: " So, how much money did the defendant receive in total from Nguyen Thi Thanh Hang? ", former Major General Nguyen Anh Tuan confessed to receiving about 2.65 million USD from the female deputy general director.

On the evening of July 21, in his final statement, defendant Nguyen Anh Tuan said he was very sad, regretful and remorseful for his mistakes.

Mr. Tuan once again reiterated that because of his love and trust in people, he made mistakes that led to violations of the law.

" With 44 years of working in the People's Public Security force, the defendant tried to strive and train but eventually stumbled when preparing to retire. The defendant apologizes to the leaders of the Party and State, the leaders of the Ministry of Public Security, the Board of Directors and all officers and soldiers of the Hanoi City Police because the defendant's mistakes affected the image and reputation of the People's Public Security force ," defendant Tuan said.

The former Deputy Director of Hanoi City Police also thanked the People's Court and representatives of the Procuracy for analyzing, evaluating, and considering the defendant's criminal behavior and mitigating circumstances in recent days.

Finally, the defendant asked the panel of judges to give him the lightest and most appropriate sentence because of his difficult circumstances, old age, poor health, and serious illness of esophageal cancer.

" The defendant hopes to return home soon to treat his illness and take care of his 87-year-old mother ," Mr. Tuan added.
