Opening of the 2025 military-level "Skilled Civil Affairs" contest

On March 11, the General Department of Politics of the Vietnam People's Army (VPA) opened the 2025 "Skilled Mass Mobilization" contest for the entire army in the Northern region. Lieutenant General Nguyen Quang Ngoc, member of the Party Central Committee, Deputy Chief of the General Staff of the VPA attended; Lieutenant General Do Xuan Tung, Deputy Director of the General Department of Politics of the VPA chaired the opening of the contest.

The competition was held in two regions, the North and the South. The North region took place from March 10 to March 13 at the Air Defense - Air Force Command, with 26 teams and 520 members. The South region competition took place from April 2 to 4 at the Military Region 5 Command, with 16 teams and 320 members.

The teams will compete in mass mobilization knowledge and skills. The mass mobilization knowledge competition has 2 contents: written test and multiple choice test. The mass mobilization skills competition has 3 contents: Introducing the unit and area, handling situations, introducing typical models, good, practical and effective ways of mass mobilization activities of the units.

Speaking at the contest, Lieutenant General Do Xuan Tung, Deputy Director of the General Department of Politics of the Vietnam People's Army, affirmed that, in implementing the emulation movement "Skilled Mass Mobilization", in recent years, the Central Military Commission, the Ministry of National Defense , and the General Department of Politics have always paid attention to leading and directing the entire army to carry out mass mobilization work in a synchronous, comprehensive, substantive, in-depth manner, in line with reality, achieving practical and solid results, creating great effects and having a wide spread in the whole society. Military officers and soldiers "eat, live, work together" with the people, proactively coordinate and participate in building a strong grassroots political system; promote economic - cultural - social development; implement National Target Programs, build new rural areas, and sustainably reduce poverty...

Lieutenant General Do Xuan Tung emphasized that the General Department of Politics's direction to organize the first "Skilled Mass Mobilization" contest at the entire army level at this time has a very practical and timely meaning, aiming to raise awareness, responsibility and capacity for leadership, direction, and organization of the implementation of mass mobilization tasks of Party committees, political commissars, political officers, commanders and political agencies at all levels; to propagate new models, creative and effective ways of doing things. Thereby, fostering skills, knowledge and experience in mass mobilization work for specialized cadres in particular and cadres, soldiers and workers in the entire army in general.

"The Organizing Committee needs to closely follow the direction of the head of the General Department of Politics, closely coordinate with agencies and units, operate the contest strictly, seriously, according to the program and plan, ensure absolute safety, achieve the set goals and requirements. At the same time, correctly evaluate the results of the contest, draw practical experiences in leadership and direction to improve the quality and effectiveness of mass mobilization work in the coming time. The Jury needs to promote the highest sense of responsibility, work impartially, objectively, honestly and accurately in evaluating the results of each team; select excellent teams to propose commendation and rewards", said Lieutenant General Do Xuan Tung.

The "Skilled Mass Mobilization" contest at the entire military level aims to continue to disseminate and propagate mass mobilization activities; exchange experiences, good, creative and effective practices in implementing the "Skilled Mass Mobilization" emulation movement, building "Good Mass Mobilization Units". Thereby, contributing to raising awareness and responsibility of Party committees, commanders at all levels, cadres, soldiers, workers in the army and militia and self-defense forces about the mass mobilization tasks of the armed forces. The contest results are also the basis for summarizing 5 years of implementing the "Skilled Mass Mobilization" emulation movement, building "Good Mass Mobilization Units" in the coming time.
