Urgently complete payment of benefits according to Decree 178 and 67 before October 15.

The Minister of Home Affairs requested ministries, departments, branches and localities to complete the payment of policies and regimes according to Decree 178/2024/ND-CP and report the implementation results no later than 4:00 p.m. on October 14.

On September 29, Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model of the Government, issued Official Dispatch No. 19/CV-BCĐ on the implementation of Conclusion No. 195-KL/TW in 2025 directing the payment of regimes according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP before October 15, 2025.

Official dispatch sent to Central Party Committees; agencies of the National Assembly; Central Committee of the Vietnam Fatherland Front; Office of the President; Supreme People's Court; Supreme People's Procuracy ; State Audit; Ministries, ministerial-level agencies, Government agencies; Provincial Party Committees, City Party Committees, People's Committees of provinces and centrally run cities.

In the dispatch, the Minister of Home Affairs requested the heads of ministries, departments, branches and localities to urgently pay policies and regimes for cases that have decided to quit their jobs before August 31, 2025 according to the instructions of the Ministry of Finance (according to document No. 15041/BTC-KTN), ensuring completion before October 15, 2025. During the implementation process, if there are any difficulties or problems, the ministries, departments and branches should consult the Ministry of Finance for guidance.

Heads of ministries, departments, branches and localities direct agencies, organizations and units to uphold the sense of responsibility in implementing policy and regime payments; review and review the responsibilities of agencies, organizations, units and individuals who intentionally cause difficulties in delaying policy and regime payments.

The Deputy Head of the Steering Committee requests that ministries, departments, branches and localities report the results of the implementation of policy and regime payments to the Steering Committee (through the Ministry of Home Affairs and the Ministry of Finance) no later than 4:00 p.m. on October 14, 2025 for synthesis and reporting to competent authorities as prescribed. After the above deadline, if the Steering Committee does not receive reports from ministries, departments, branches and localities, the ministries, departments, branches and localities must be responsible to the Politburo and the Secretariat for the results of the implementation of tasks of agencies, organizations and units under their management.

Previously, on September 27, the Ministry of Finance also issued Official Dispatch No. 15041/BTC-KTN in 2025 implementing Conclusion No. 195-KL/TW in 2025 of the Politburo. The Ministry of Finance also requested to urgently complete the payment of policies and regimes before October 15, 2025 for those who retired early or quit their jobs according to the provisions of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP that were approved by competent authorities before August 31, 2025 but have not been paid.

For subjects retiring before the age, resigning from work according to the provisions of Decree 178/2024/ND-CP and Decree 67/2025/ND-CP at Ministries, ministerial-level agencies, and agencies under the Government; Other agencies at the Central level that have been approved by competent authorities before August 31, 2025 and do not have a source of payment, we request that your agency urgently review and propose the remaining funding amount, and send it to the Ministry of Finance before October 1, 2025 for synthesis and submission to competent authorities for additional funding according to the provisions of law.

For subjects retiring before the age, quitting work according to the provisions of Decree 178/2024/ND-CP and Decree 67/2025/ND-CP approved by competent authorities at the local level before August 31, 2025: Localities proactively use local budget sources, central budget sources that have been supported (if any) to pay according to regulations; in case of lack of resources, localities are requested to send reports to the Ministry of Finance before October 1, 2025 for synthesis and submission to competent authorities for consideration and decision on additional funding according to the provisions of law.

Ministries, ministerial-level agencies, Government agencies; Other central agencies; People's Committees of provinces and centrally-run cities are responsible for directing financial agencies and budget-using units to urgently arrange sufficient budget estimates and complete procedural documents according to regulations to send to the State Treasury to make payments and disbursements to ensure completion before October 15, 2025.

According to the guidance of the Ministry of Finance, while waiting for competent authorities to supplement funding, agencies and units shall proactively use the assigned budget sources to promptly pay regimes and policies to subjects as prescribed in Point d, Clause 1, Article 5 of Circular 07/2025/TT-BTC./.
