Urgently deploy urgent tasks to respond to storm No. 10

The Ministry of Agriculture and Environment has just issued Official Dispatch No. 7241/CD-BNNMT on September 27, requesting localities from Ninh Binh to Hue to immediately deploy urgent measures and proactively respond to storm No. 10 and post-storm floods.

Implementing the direction of the Prime Minister in Official Dispatch No. 173/CD-TTg dated September 26, 2025 and the direction of Deputy Prime Minister Tran Hong Ha at the meeting on the morning of September 27, 2025, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities from Ninh Binh to Hue to deploy the following urgent tasks:

Urgently call on ships to return to safe shelters or move away from the danger zone; complete the sea ban before 5:00 p.m. on September 27.

Organize and arrange for boats to be anchored at shelters; evacuate people on boats, cages, watchtowers, aquaculture areas, coastal areas, low-lying areas, and areas at high risk of deep flooding to safe places; complete before 3:00 p.m. on September 28.

Implement specific plans to ensure the safety of dike works under construction, key and vulnerable areas according to the "4 on-site" motto, especially at the following locations: Con Tron sea dyke, Hai Thinh, Thinh Long embankment (Ninh Binh); Quang Nham sea dyke (old Quang Xuong district), Hai Binh sea dyke (old Tinh Gia district); Dien Thanh sea dyke, Quynh Tho dyke, Long-Thuan dyke (Nghe An); Nghen left dyke, Cam Nhuong embankment, Hoi Thong dyke ( Ha Tinh ); Vinh Thai sea dyke (Quang Tri).

Direct reservoir owners and relevant agencies to urgently operate water discharge to reserve capacity to receive floods according to regulations, especially reservoirs in the Ma and Ca river basins; organize permanent forces and means to be ready to regulate and ensure safety of works and downstream areas.

Immediately deploy forces and equipment to ensure smooth communication for command and operation before, during and after the storm, paying special attention to mountainous areas at high risk of being isolated.

Prepare forces, materials, and equipment in vulnerable areas to handle the situation in the first hour according to the "4 on-the-spot" principle; do not allow traffic to be cut off or interrupted; do not allow shortages of food, drinking water, and essential supplies to respond to storms and floods after storms.

Carry out duty seriously and regularly report to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control).
