Conclusion of Deputy Prime Minister Tran Hong Ha on building and promulgating a mechanism to encourage the development of rooftop solar power installed in private homes, offices, and industrial parks.
It is necessary to develop mechanisms and policies to encourage the development of rooftop solar power for self-production and self-consumption purposes to gradually replace fossil energy sources.
This is an urgent task and an important solution to mobilize social resources to invest in clean, environmentally friendly energy sources, contributing to ensuring national energy security in accordance with the Government 's policy on green growth and is an inevitable development path for Vietnam to realize the goal of reducing greenhouse gas emissions to Net Zero by 2050.
To build this incentive policy mechanism to ensure compliance with the Party's policies and the State's laws, the Deputy Prime Minister requested that regarding the development of the Decree: The Prime Minister and Deputy Prime Minister have repeatedly given instructions on this matter, so the development of a Decree to establish policies to encourage organizations and individuals to invest in rooftop solar power is a consistent policy of the Party, the Government and the National Assembly , ensuring that there will be no power shortage in the coming time.

In case of delay in developing this Decree, the Ministry of Industry and Trade and relevant agencies must be responsible to the Government and the Prime Minister. It is recommended that the Ministry of Industry and Trade promptly, actively and proactively develop the Draft Decree based on practice, scientific basis, and legal issues to determine the content of the Decree, the objectives of the Decree, including summarizing and evaluating the positive and negative aspects of previous policies to have an objective view, on that basis, develop a Decree in accordance with the actual situation and in accordance with the provisions of the Law on Promulgation of Legal Documents; it is necessary to clearly define the authority, responsibility, order and procedures for granting "green credits" to factories using clean energy sources, complete and report to the Deputy Prime Minister before April 25, 2024.
The Deputy Prime Minister assigned the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Justice and relevant agencies to submit to the Prime Minister a program and dossier for drafting a Decree regulating mechanisms and policies to encourage the development of rooftop solar power installed in private homes, offices, industrial parks, etc., in which the following contents should be noted:
Regarding the scope and subjects of application of the Decree: are rooftops of private houses, public offices, office buildings, industrial parks/industrial clusters... in the form of self-production and self-consumption connected to the national grid or operating independently without connection to the national grid, with or without storage batteries, researching solutions to use Zero export depending on each subject and installed capacity of the rooftop solar power system but must ensure the following principles: (i) The rooftop solar power development plan is calculated to harmonize the types of power sources that have been directed by the Government leaders in the Plan to implement the VIII Power Plan; (ii) Ensure absolute safety in operation for the National Power System.
Preside and coordinate with relevant ministries/sectors, EVN... Develop a set of sample documents specifying standards, technical regulations, and requirements for state management in encouraging the development of rooftop solar power; clearly specify the processes, procedures, and processing time of each relevant field in the spirit of a one-stop shop, transparency, publicity, reform, and maximum shortening of documents and procedures, including regulations on construction procedures, fire prevention and fighting... to create maximum convenience for people and businesses, while avoiding profiteering and negative behaviors. Research and supplement mechanisms to be able to inspect, monitor, and remotely control large-capacity rooftop solar power systems to ensure that EVN's dispatching units can be proactive in remotely switching on and off rooftop solar power systems to ensure flexibility and safety in the operation of the national power system.
Preside over and coordinate with relevant ministries to study support policies for those investing in rooftop solar power for use, including the installation of power storage equipment. There should be support plans on prices, taxes, interest rates, etc. to encourage and ensure long-term benefits for investors.
The Vietnamese government prioritizes the development of renewable energy sources (self-produced and self-consumed rooftop solar, offshore wind power, biomass power, waste-to-energy) if they meet the requirements of technology, system safety, and suitable prices, then there is no limit to the scale of development. Power Plan VIII is an open plan, so if necessary, it is possible to mobilize additional renewable energy sources to replace other power sources to ensure there is no power shortage in any case.
Preside and coordinate with EVN and relevant agencies to promptly implement the two-component electricity price so that electricity customers can raise their awareness in using electricity economically and effectively, contributing to balancing the load chart of the power system, and at the same time helping to make investment in power sources and power grids more effective.
Regarding the order and procedures for drafting the Decree: The Ministry of Justice shall, during the process of appraising the Draft Decree, if it discovers any contents that need to be reported to the National Assembly Standing Committee for comments according to Clause 3, Article 19 of the Law on Promulgation of Legal Documents, report to the Government and the Prime Minister for comments and direction.
