Up to now, there have been 15 dike incidents on the dike system, including dangerous incidents that threaten the safety of the dike against floods and storms (such as the incident of landslide and collapse of the dike section at K25+570 of Hai Hau sea dike, Ninh Binh province; landslide of the riverside dike section K54+820-K54+980 of Ma right dike, landslide of the riverside dike sections from K2+280-K2+300, K2+385-K2+400, K5+330-K5+350 of Chu left dike, Thanh Hoa province; subsidence of the seaside dike of Quynh Long dike, Nghe An province; landslide of Cam Nhuong dike section, Ha Tinh province; landslide of Vinh Thai sea dike section, Quang Tri province...).
To cope with the complicated situation of storm circulation and floods in the coming time, and to ensure the safety of the dikes against storms and floods, on the afternoon of September 30, the Ministry of Agriculture and Environment issued Document No. 7332/BNNMT-DD to the People's Committees of Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, and Quang Tri provinces on urgently handling and overcoming incidents occurring on the dikes, ensuring safety against floods and storms.
Accordingly, the Ministry of Agriculture and Environment requested the Provincial People's Committee to direct local authorities, relevant agencies and units to urgently and strictly implement Official Dispatches No. 175/CD-TTg dated September 28, 176/CD-TTg, 178/CD-TTg dated September 29 of the Prime Minister on focusing on overcoming the consequences of storm No. 10 and floods.
Provinces mobilize forces, materials, means and equipment to handle incidents, not allowing incidents to develop further. At the same time, continue to closely monitor developments in the incident areas to promptly handle additional situations, ensuring safety against floods and storms of the dike; identify areas where incidents have occurred as key areas to develop, approve and implement protection plans in practice; in which, pay attention to fully preparing human resources, materials, means and equipment and assigning specific tasks to each organization and individual for implementation.
Localities closely monitor the developments of storms, floods, and the situation of the dike system, and promptly report dike incidents to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control) for coordination and direction.
