Faced with the serious impact of storm No. 10 causing heavy rain and deep flooding in many areas of Hanoi since the afternoon of September 30, schools in the area have proactively deployed many flexible response measures: letting students leave school early, switching to online learning, and organizing overnight accommodation.

By the morning of October 1, many roads had been cleared, but some areas were still flooded, restricting movement and posing potential dangers. Schools urgently and flexibly implemented plans to ensure absolute safety for students and not disrupt learning.

Some educational institutions such as Marie Curie School, MV Lomonosov Middle & High School, Nguyen Binh Khiem Inter-level School, etc. have flexibly changed their teaching plans. Schools have also prepared dinner and accommodation for students who have to stay overnight because they cannot return home safely or because the school buses cannot move due to flooding.

In the announcement of Marie Curie School, it is stated that students will not be hungry or cold because they cannot go home. The school will provide free dinner, and teachers and supervisors will take good care of students overnight. At 6:30 am on October 1, Marie Curie School students will have breakfast, and then the school will send a bus to take them home safely.

At Nguyen Binh Khiem Inter-level School, the school bus had to stop operating due to flooding since the evening of September 30. The school asked the kitchen staff to urgently prepare dinner on September 30, breakfast on October 1 and arrange overnight accommodation for hundreds of students in the boarding room. Students are cared for according to the normal boarding regime. Regarding learning, the school representative said that on the morning of October 1, students at school will study in person as usual, while students at home will study online. The school is determined not to interrupt students' learning.

According to many schools in the area, most schools have announced that students will be off school on October 1 following urgent instructions from the Hanoi Department of Education and Training to ensure safety.

At Nghia Do Primary School (Nghia Do Ward, Hanoi), although the school has notified all teachers and parents about the closure on October 1, with a sense of responsibility, the school's Board of Directors still assigned staff to be on duty at the school, and at the same time required teachers to be proactive and ready to pick up students if families still send their children to school.

Teacher Nguyen Minh Uyen, Principal of Nghia Do Primary School, shared that if students still come to school, the school will ensure care and supervision, creating the most favorable conditions for students' families. The school will have a plan to make up for missed classes to ensure discipline and progress of the curriculum.

In suburban areas such as Xuan Mai commune, which is frequently affected by flooding, schools have implemented early response measures. Mr. Nguyen Ba Thang, Principal of Nam Phuong Tien A Secondary School, said that by the morning of October 1, the school had completed moving tables, chairs, and equipment to higher floors. Following the direction of the Hanoi Department of Education and Training, school officials, teachers, and staff were determined to protect property so as not to disrupt teaching and learning, and were ready to restore classrooms when the water receded.

At Nam Phuong Tien Kindergarten, students were informed that they would be off school on October 1st, and parents were asked to manage and take care of their children to ensure their safety. Before that, to protect the facilities, the school quickly moved flower pots and ornamental plants away from the campus to avoid strong winds, ensuring the safety of the children.

Previously, due to the serious impact of storm No. 10, from the afternoon of September 30, the Hanoi Department of Education and Training urgently notified all educational institutions to allow students of all levels to take a day off on October 1 to ensure safety.

Director of the Hanoi Department of Education and Training Tran The Cuong said that the Department has requested units to strictly implement plans to prevent and combat natural disasters, paying special attention to the relocation of assets, checking trees, electrical systems, and facilities at risk of being affected by heavy rain and gusts of wind. The Department reminded schools to flexibly implement plans and teaching methods with the highest goal of ensuring the safety of students and teachers, while making efforts to find solutions suitable to actual conditions so that students' learning is not interrupted. Schools closely coordinate with parents to promptly inform students of the situation and support students in studying at home.

The Hanoi Department of Education and Training also requires schools to ensure food, drinking water, electricity and communication systems to respond to natural disasters. Schools with boarding students need to have strict management plans to avoid passive situations, food shortages or minimal living conditions.

Proactively let students take time off from school

Due to the impact of storm No. 10, the water level of Lo River and Gam River is rising, posing a risk of flooding many roads and residential areas. The Department of Education and Training of Tuyen Quang province has issued a document directing educational institutions in the province to take the initiative to let students take time off from school based on the local rain and flood situation to ensure safety and arrange make-up classes at an appropriate time after the rain and flood end.

The provincial Department of Education and Training also requested that educational institutions focus on implementing timely response measures to storm No. 10 and floods, landslides, flash floods and landslides. Units should proactively take response measures to limit damage and ensure the safety of students, staff, teachers, employees and property at educational institutions.

Educational institutions should monitor the movement of staff, teachers and students to ensure the safest plan. During the implementation process, if there are any difficulties, problems or emergency situations, they should immediately report to the local authorities and the Department of Education and Training for timely handling and resolution.

According to information from Tuyen Quang Hydrometeorological Station, as of 4:00 a.m. on October 1, the water level at Ha Giang Hydrometeorological Station (Ha Giang 1 Ward) was 105.15m (2.15m above alert level 3), at Tuyen Quang Hydrometeorological Station (Minh Xuan Ward) was 24.83m (0.83m above alert level 2). Floods on Lo River continued to rise. Floods on Gam River changed slowly, water levels above alert level 3 were from 3 to 6m, and at Bac Me were falling.

It is forecasted that in the next 12 hours, the water level on the Gam River will continue to change slowly (except for the Bac Me station, which will continue to decrease); the flood level at the Bac Me station will be 1 - 3m above alert level 3; at Na Hang and Chiem Hoa it will be 3 - 6m above alert level 3. The water level on the Lo River will continue to rise; at the Ha Giang station it will be 1.5 - 2.5m above alert level 3; at the Vinh Tuy station and Ham Yen station it will be 0.5 - 1.5m above alert level 1; at the Tuyen Quang station it will be 2 - 3 above alert level.
