Survey of irrigation works facing difficulties and problems

The working delegation surveyed irrigation works including: Suoi Ca Dam (Long Thanh commune); Cau Moi Lake, lines V and VI (Long Phuoc and Xuan Duong communes); Song May Lake project (Binh Minh commune).

Suoi Ca dam irrigation project, including 10 gates, is managed and operated by Dong Nai Irrigation Company Limited. Currently, the project is providing irrigation water for about 320 hectares and industrial water for Hung Nghiep Formosa Company Limited with a flow rate of about 9,939 m³/day and night.

Suoi Ca Dam and the canal system and water pipes of the dam (usage area of more than 3.9 hectares) are within the land acquisition scope of the Long Thanh Airport Project. The Department of Agriculture and Environment requested the Department of Finance to promptly advise the Provincial People's Committee to report to the Government and the National Assembly's Economic and Financial Committee to include the Suoi Ca Dam relocation project, irrigation canal and water supply pipeline of Hung Nghiep Formosa Company Limited in the investment adjustment of phase 1 of the Long Thanh Airport Project to arrange capital for implementation, ensuring the progress of site handover when the Government plans to implement phase 2 of the Long Thanh Airport Project. The proposed implementation cost is about 1.8 trillion VND.

The New Bridge Lake Project, Route V and VI (Long Phuoc and Xuan Duong communes), managed and operated by Dong Nai Irrigation One Member Co., Ltd., is currently serving agricultural irrigation of 1,000 hectares per year, reaching more than 83.3% of its designed capacity. In addition, the project supplies industrial water of more than 30.2 million m3.

Song May Lake project has a capacity of about 12.2 million m3 and is managed and operated by Dong Nai Irrigation One Member Co., Ltd. The project is responsible for providing irrigation water for 950 hectares of winter-spring rice, 700 hectares of summer-autumn rice and 600 hectares of summer-autumn rice and providing domestic water, combining aquaculture and flood control for downstream. The Song May Lake Renovation and Repair Project is assigned to Dong Nai Irrigation One Member Co., Ltd.; the total investment is about 59.7 billion VND, from the provincial budget; the project implementation period is from 2022-2025.

After the project was approved, the investor organized the project construction commencement in January 2024. To date, the project has completed about 98% of the contract value; only the downstream connection item (channel) of the incident spillway has not been constructed due to problems with the construction site (the earthen canal overlaps the land planned for land use by the Ministry of National Defense). The Department of Agriculture and Environment proposed that the Provincial People's Committee consider and approve the request for the Provincial Military Command to direct and create conditions for the investor to organize the construction and complete this item.
