Inspecting the disbursement of public investment capital and the operation of two-level local government

On the morning of October 7, Working Group No. 2 of the Provincial People's Committee, headed by Comrade Nguyen Le Huy, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, inspected the disbursement of public investment capital and the operation of two-level local government in the communes of Nhu Quynh, Lac Dao, and Dai Dong.

* In the morning, the Working Group inspected the disbursement of public investment capital and the operation of two-level local government in the communes of Nhu Quynh, Lac Dao, and Dai Dong.

At the inspection session, the communes reported to the Working Group on the progress of site clearance for projects of the Central and the province implemented in the commune; the progress of implementation of public investment projects managed by the commune; the results of disbursement of public investment capital of the projects; the current status of use and arrangement of office facilities; the results of job arrangement and assignment, payment of regimes and policies for cadres, civil servants, public employees and workers; the results of receiving and handling administrative procedures; implementation of digitization of records and data...

The leaders of the communes also recommended that the province remove some difficulties such as: Problems related to compensation for households using land allocated without proper authority in the area of site clearance for some projects; large fluctuations in construction material prices affecting the progress of project construction and public investment disbursement; the slow regulation of functions, tasks and powers of the Commune Project Management Board, leading to difficulties in handing over projects for implementation; certification work facing many difficulties; large workload while lacking civil servants, unsynchronized equipment, affecting the settlement of administrative procedures for people and businesses.

Concluding the inspection, Vice Chairman of the Provincial People's Committee Nguyen Le Huy acknowledged the results of the communes in the process of operating the two-level local government, disbursing public investment capital, and at the same time accepting the opinions and recommendations of the localities. He requested the departments and branches to continue to coordinate and support the localities in removing difficulties related to site clearance, disbursement of public investment capital and problems arising in the process of treating domestic waste; localities should balance compensation and site clearance plans to ensure the legitimate rights of the people; urge contractors to speed up the implementation of public investment projects. Localities need to calculate plans for using public assets in the area to ensure reasonableness, avoid waste, and at the same time promote the spirit of solidarity and initiative in performing all tasks in the locality.

* In the afternoon, at the headquarters of the Provincial People's Council - Provincial People's Committee, Working Group No. 2 of the Provincial People's Committee worked with the People's Committees of the communes and wards: Nghia Dan, Hiep Cuong, Duc Hop, Tan Hung, Hong Chau on the work of disbursing public investment capital and operating the two-level local government. Comrade Nguyen Le Huy, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, as Head of Working Group No. 2 chaired the meeting.

In his concluding remarks, Vice Chairman of the Provincial People's Committee Nguyen Le Huy commended the results in the disbursement of public investment capital and the operation of two-level local governments of communes and wards. He requested localities to continue to overcome difficulties, seek solutions, and proactively coordinate with departments and branches to accelerate the disbursement of public investment capital and improve the operational efficiency of two-level local governments. In particular, communes and wards need to continue to accelerate the implementation of land use rights auction projects to create investment resources for development; be more drastic in site clearance work, and be determined to complete unfinished investment projects.

Regarding the recommendations, Vice Chairman of the Provincial People's Committee Nguyen Le Huy assigned departments and branches to preside over, coordinate, advise and propose to the Provincial People's Committee to soon deploy solutions to remove difficulties for localities.
