Removing institutional bottlenecks to promote science and technology development

On the morning of February 15, continuing the program of the 9th extraordinary session of the 15th National Assembly, National Assembly deputies discussed in groups the Draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science , technology and innovation activities.

Urgently put Resolution 57-NQ/TW into life

Speaking at the group discussion session at the Hanoi National Assembly Delegation, General Secretary To Lam expressed that we are discussing a resolution of extremely important significance. This resolution originates from Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation issued at the end of 2024. However, for this resolution to truly come into life, we are facing many difficulties, especially problems related to the current legal system.

A number of important laws, including the Law on Science and Technology, need to be amended to facilitate effective implementation of the resolution. According to the roadmap, these amendments will not be completed until the end of 2025 at the earliest. This means that in 2025, we will not be able to fully implement Resolution 57-NQ/TW or, if we do implement it, it will not be truly effective.

Therefore, General Secretary To Lam requested that there must be an urgent document to put Resolution 57-NQ/TW into practice. The draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology and innovation activities was put forward.

“This is a lesson to see that institutions are bottlenecks. Without removing the institutions, laws cannot be put into practice. The laws currently in effect cannot be replaced, so the National Assembly has an extraordinary session to resolve unusual issues,” General Secretary To Lam emphasized.

According to General Secretary To Lam, we need to urgently bring these issues into life; we must review the issues to be resolved. The draft Resolution also sets out three focused and oriented groups. If we go into too much detail, we will not be able to regulate everything; which will lead to failure in issuing the Resolution. This approach also demonstrates the spirit of "running and queuing at the same time".

Identify priorities to promote science and technology development

According to General Secretary To Lam, everyone can see the value of science and technology but it has not been developed because of many difficulties. If we say that amending the Law on Science and Technology is not enough to promote the development of science and technology; meanwhile, the Law on Bidding is also a problem... Currently, the way of managing public investment and public-private partnership is still mechanical, not really focusing on efficiency. Practice shows that if we only manage according to rigid regulations without taking into account economic efficiency, we will not be able to maximize investment resources.

General Secretary To Lam said that tax policy also needs to be adjusted to encourage production and business. Reality has proven that when the Government reduced value added tax by 2%, even with tax exemption, total budget revenue still increased by 300 billion VND. This shows that tax policy needs to be flexible, not only focusing on increasing direct revenue but also creating momentum for economic development.

Regarding the Enterprise Law, there should be regulations to encourage enterprises to connect with science and technology. Universities and research institutes must have close links with enterprises to apply research results into practice. However, at present, many cooperation models are not yet in the law and therefore cannot be implemented. This is a major limitation that needs to be removed.

According to General Secretary To Lam, science is a "wild land". Whoever goes in the right direction will win. Therefore, it is necessary to determine priorities. These are some of the policies, issues, and viewpoints mentioned in Resolution 57-NQ/TW.

“I see that Resolution 57-NQ/TW has been widely supported by everyone, the scientific community and the people. In the immediate future, in the process of continuing to amend the Law on Science and Technology, we need to focus on fundamental issues in the spirit of progress, synchronization and closeness to reality,” General Secretary To Lam emphasized.
