Prosecution of 2 more defendants

On December 26, the Investigation Police Agency of Can Tho City Police prosecuted, detained and searched the homes of vehicle inspectors Ngo Phu Nhan (born 1978) and Luong Duy Long (born 1986) to investigate the act of receiving bribes.

Through investigation, the police determined that these two suspects repeatedly received money from representatives of vehicle owners to bypass a number of procedures and regulations on vehicle inspection, in order to resolve the issue quickly, with simple procedures, and inspections that met the needs of the people giving the money.

Bribery is a regular occurrence, with collusion and sharing between engine inspectors and tire inspectors. In addition, inspectors also provide full inspection services for vehicles they inspect without actually conducting inspections.

Previously, the Investigation Police Agency (IPA) of Can Tho City Police discovered signs of violations related to inspectors of Inspection Sub-Department No. 8 under the Vietnam Register in Ninh Kieu District.

Many inspectors receive money for inspecting and testing waterway vehicles. They also take advantage of their position as inspectors, “both playing football and blowing the whistle”, to provide full-service packages and “express” inspections in less than 24 hours.

Determining signs of crime, on April 10, 2023, the Investigation Police Agency of Can Tho City Police initiated a criminal case of accepting bribes at the Vehicle Registration Office No. 8.

At the same time, an order was issued to search the Vehicle Inspection Sub-department No. 8 and coordinate with the People's Procuracy of Can Tho City to search and collect additional documents and evidence to serve the investigation.

On April 20, 2023, the Investigation Police Agency of Can Tho City Police searched the residence and detained Mai Cong Hung (born 1985) for the crime of receiving bribes of over 1 billion VND.

On June 12, the Investigation Police Agency issued a decision to prosecute the case of Receiving bribes, prosecute the accused, and temporarily detain Vu Van Huyen (born 1983, residing in An Khanh ward, Ninh Kieu district, Can Tho city - vehicle inspector) to investigate the crime of Receiving bribes.

On September 27, the Investigation Police Agency issued a decision to prosecute and detain Doan Ba Quynh (born 1986, residing in Long Hoa ward, Binh Thuy district, Can Tho city - vehicle inspector) to investigate the crime of receiving bribes.

Up to now, the Investigation Police Agency of Can Tho City Police has prosecuted 3 cases, prosecuted and temporarily detained 5 suspects who are inspectors of Inspection Sub-Department No. 8.

The Investigation Police Agency of Can Tho City Police calls on owners, managers and operators of vehicles that have paid money outside of regulations to vehicle inspectors to proactively report to support the investigation of the case and enjoy leniency under the law.
