On the morning of September 27, the 1st Congress of Can Tho City Party Committee, term 2025-2030 officially opened.

In his speech directing the Congress, National Assembly Chairman Tran Thanh Man said that this City Party Congress is the hopeful start of new leadership thinking, new governance model and new determination, new development aspirations of the Party Committee, government and people of Can Tho City. Can Tho will affirm its position as the center and driving force of development of the Mekong Delta region, worthy of being a centrally-run city.

During the past term, despite facing many difficulties and challenges, the Party Committee, government and people of Can Tho City, Hau Giang Province and Soc Trang Province (old) have strived and achieved many remarkable achievements.

The National Assembly Chairman acknowledged that, in addition to the achievements we have made, we also frankly acknowledge that there are still some limitations such as: Party building and political system building work has not met requirements; the capacity and qualifications of a number of Party members, cadres and civil servants have not met the requirements of the task...

"The economy has not developed commensurate with the potential, advantages, desires and expectations of the Central Government, the Party Committee and the people of the city. Administrative reform has not been drastic, and public investment disbursement is slow. The socio-economic infrastructure lacks connectivity, and the air and waterway transport infrastructure has not been well utilized. The quality of human resources, especially science and technology human resources, is still limited," the head of the National Assembly stated.

Can Tho has many advantages and potentials that few other places have, including a system of roads, waterways, aviation, seaports, a unique river culture, and dynamic, friendly people. Therefore, the requirements for the city must be higher and more comprehensive than those of other localities.

National Assembly Chairman Tran Thanh Man set out five key requirements, including the requirement that Can Tho City needs to build a clean, strong Party and political system that is equal to the task, which is a prerequisite for the city's development; ensuring real solidarity and high unity in thought and action.

The National Assembly Chairman thoroughly grasped the viewpoint that “cadres are the root of all work”, cadre work is “the key of the key”. Selecting and assigning the right cadres for the right job, with both virtue and talent; focusing on training and fostering to improve the quality of the cadre team, creating a source of young cadres.

The head of the National Assembly requested Can Tho to strengthen the fight against corruption, waste, and negativity with higher determination and stronger actions, and to overcome weaknesses and shortcomings in the past term.

Can Tho must operate a two-level local government to ensure smooth and synchronous operation, meeting the requirements and tasks of local development in the new period. Continue to review and implement decentralization and delegation of power between local government levels, and promote administrative procedure reform.

The city needs to continue to improve the work of cadres in positions that are lacking; attract talented people to contribute to the city; proactively review, adjust, and arrange "the right person, the right job, the right expertise and profession".

Mr. Tran Thanh Man suggested that Can Tho synchronously and resolutely implement 7 very important Resolutions issued by the Politburo in the past 9 months. Study and recommend the Central Committee to summarize Resolution 59 on building and developing Can Tho City until 2030, with a vision to 2045; proactively study and propose amendments and supplements to Resolution 45 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Can Tho City.

Strongly develop special tourism, promote the brand "Can Tho - river city"; exploit the cultural identity of rivers, become an international destination; simultaneously develop urban and rural areas.

The National Assembly Chairman suggested that Can Tho closely combine socio-economic development with strengthening national defense, security and foreign affairs, maintaining political stability and social order and safety; closely coordinate with armed forces stationed in the area, build a solid national defense posture, people's security, and people's hearts; proactively respond to non-traditional security challenges, and stabilize for sustainable development.
