Looking back over the past 5 years since implementing the Resolution of the Hung Yen Provincial Party Congress for the 2020-2025 term, the entire Hung Yen province has achieved important results and many outstanding marks. The rapid, sustainable development and the synergistic values from the merger process with Thai Binh province have contributed to enhancing the position, strength and overall power of Hung Yen's economy.

The economy has developed more rapidly and sustainably with many impressive achievements; some areas have made breakthroughs to raise the province's position and strength. The total state budget revenue for the 2021 - 2025 period is estimated to reach 269,993 billion VND, nearly 2.38 times higher than that of the 2016 - 2020 period.
During the 2020-2025 term, the average GRDP growth rate is 9.17%/year, higher than the average growth rate in the 2016-2020 period (8.28%). The economic scale is growing rapidly, estimated at 328,283 billion VND, 1.73 times higher than in 2020.
The province’s industrial sector continues to be restructured towards high-tech industrial development; at the same time, developing small-scale industries and diversified craft villages. The industrial and construction sectors continue to play a key role, contributing greatly to economic growth and promoting economic restructuring.
In the 2021-2025 period, the average growth rate of industrial and construction production value will reach 13.7% per year, higher than the average growth rate of 12.4% per year in the 2016-2020 period.
Trade and services have developed rapidly along with the promotion of the construction of supporting infrastructure with an average growth rate of trade and service value reaching 11.42%/year (higher than the average of the 2016-2020 period of 9.68%/year). Tourism services have developed quite well and are increasingly asserting their position in the province's economic structure.

During the past term, a series of projects were approved for investment by the Provincial People's Committee, promoting socio-economic development and creating jobs for local people.
Agriculture, forestry and fishery have developed stably, associated with improving the quality of new rural construction, creating a clear change in the appearance of agriculture and rural areas. In the period of 2021-2025, the GRDP growth rate will reach an average of 2.22%/year and the production value will increase by an average of 3.96%/year.
The results of implementing the three strategic breakthroughs were quite comprehensive, including areas that achieved outstanding and impressive results, especially in transport infrastructure, contributing significantly to promoting rapid socio-economic development.
New journey, new growth momentum
On July 1, 2025, Hung Yen and Thai Binh officially merged under the name Hung Yen. After the merger, Hung Yen province has a natural area of over 2,500 km2 and a population of over 3.5 million people. The trend of international integration, globalization and digital transformation in the 4.0 Industrial Revolution is bringing Hung Yen many new opportunities, promoting its location advantages and existing potential.
The removal of administrative boundaries between Hung Yen and Thai Binh provinces opens up a large domestic market, creating advantages in scale for production, services and goods circulation. This merger contributes to the resonance of strengths, complementing each other, overcoming the limitations of each locality, forming a new development momentum for the region.
The two provinces of Hung Yen and Thai Binh have previously established and submitted to the Prime Minister for approval the Provincial Planning for the period 2021 - 2030, with a vision to 2050, opening up new spaces and strong growth momentum.

Socio-economic infrastructure continues to receive investment attention for rapid development using public investment capital and socialized resources, contributing to the development of synchronous and modern infrastructure, especially transport infrastructure, rural and urban areas.
Up to now, Hung Yen province has planned 7 expressways, 12 national highways, 57 provincial roads, 5 railways and 43 important bridges, especially 5 large bridges across the Red River connecting to Hanoi. Many key traffic works and projects have been invested in, completed and put into operation in the past 5 years with a length of thousands of kilometers.
This is an important highlight to create breakthrough development, change the appearance and capacity of the province's socio-economic infrastructure, create a corridor to welcome investment waves, add competitive advantages to attract capital, and create development momentum to regions in the area.

Strategic orientation for sustainable development
The achievements of the 2020-2025 term are a continuation of the success of previous terms, creating an important foundation to develop Hung Yen province into a modern industrial province, a civilized urban area, a strong maritime economic center of the Northern region, ready to enter a new era with the whole country.
The decisive, synchronous, creative and effective leadership and direction of Party committees and authorities at all levels, along with the active participation of the entire political system, especially the Party Executive Committee and the Provincial Party Standing Committee, have created a clear change. Many strategic breakthrough policies and decisions have been issued and effectively implemented, maximizing the potential and strengths of the locality.
By 2035, Hung Yen will be a modern industrial province, meeting the criteria of a class I urban area. By 2045, Hung Yen will be a smart, ecological city directly under the Central Government; with a modern industry that is among the leading in the country; becoming a strong maritime economic center in the North; rich in cultural identity, fully promoting and imbued with the core values of the culture of the Red River Delta.

To achieve that goal, the Political Report of the 1st Hung Yen Provincial Party Congress, term 2025-2030, set out 6 key tasks, 3 strategic breakthroughs, and 4 main groups of solutions.
In particular, rapid and sustainable economic development in the direction of modern industry and civilized urban areas; promoting industrialization, modernization, restructuring, and transforming the growth model based on the foundation and main driving force of breakthroughs in science and technology development, innovation, and digital transformation are among the key solutions.
Hung Yen focuses on comprehensively restructuring the economy towards modernity and sustainability, promoting local potential and advantages. In particular, the focus is on developing high-tech industry, deeply participating in the global value chain, striving to become the industrial - energy center of the Red River Delta.
The province focuses on developing green, clean, high-tech, large-scale agriculture; building advanced new rural areas. Trade, services, and tourism are promoted in conjunction with the urbanization process. The marine economy develops in a sustainable direction, rationally exploiting riverside and coastal resources; forming modern logistics centers, seaports, and river ports.
Along with that, Hung Yen restructures budget revenue in a sustainable direction; synchronously develops all types of markets; invests in transport, urban, industrial and energy infrastructure.
The province promotes the development of science and technology, innovation, digital transformation, creating breakthroughs in productivity and competitiveness. Economic sectors continue to develop, innovate, and improve efficiency; at the same time, strictly manage and effectively use resources, protect the environment, prevent natural disasters and adapt to climate change.
