Inspecting the collection, transportation and treatment of domestic solid waste in the old Ha Nam province.

On October 9, the provincial working delegation led by Mr. Nguyen Anh Chuc, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, inspected the situation and worked with a number of communes, wards and units on the collection, transportation and treatment of domestic waste in the former Ha Nam province. Attending the working session were representatives of the Department of Finance, Department of Agriculture and Environment, the Provincial People's Committee Office and Chairmen of the People's Committees of a number of communes and wards.

According to the report of the Department of Agriculture and Environment, the volume of domestic waste generated in the old Ha Nam area by September 2025 was collected to 02 waste treatment plants for treatment of more than 93,846 tons; of which Thanh Thuy Environmental Joint Stock Company received and treated more than 72,894 tons; Ha Nam Environmental Joint Stock Company received and treated 20,951 tons. The volume of domestic solid waste remaining at transfer points in the communes and wards of the old Ha Nam area is about 12,036 tons in 29 communes and wards. The amount of waste remaining in some communes and wards: Nam Xang commune is about 700 tons, Le Ho ward is more than 1,000 tons... The reason for the above situation of solid waste remaining is due to the large amount of actual solid waste generated and the collection, transportation and treatment are not timely... leading to congestion and waste remaining at collection points and transfer stations.

To excavate, transport and treat the entire amount of waste remaining, it is estimated that about 10,791 billion VND will be needed; waste collection and treatment encounter some difficulties and obstacles; environmental sanitation service costs, collection, transportation and treatment are still applied at the old price level which is not suitable for actual costs, service prices collected from households only cover part of the costs; there are no standards for collection, transportation and treatment of waste generated in public places, on the streets...

Leaders of Nam Xang Commune People's Committee reported on the situation of waste collection, classification and treatment in the locality.

At the meeting, departments, branches, localities and waste transportation, collection and treatment units discussed and clarified difficulties and proposed solutions to resolutely handle the amount of waste remaining in transfer tanks according to the direction of the Provincial People's Committee. Opinions focused on a number of issues : it is necessary to promote propaganda on classification of domestic solid waste; strengthen coordination in determining the time, route, and frequency of transporting waste from domestic solid waste collection sites; regularly check compliance with environmental protection laws in the collection and transportation of domestic solid waste; increase human resources, equipment, vehicles, and facilities to ensure the maintenance of the frequency of waste collection and transportation according to regulations; speed up the implementation of the waste treatment plant investment project...

Comrade Nguyen Anh Chuc, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee delivered a concluding speech at the conference.

Concluding the working session, Vice Chairman of the Provincial People's Committee Nguyen Anh Chuc suggested: To handle the current amount of waste , localities and units need to coordinate and unify the time, frequency of loading, transporting, determining the volume of solid waste to be treated as a basis for future payment; perfecting the waste collection team ; at the same time, promoting the people to classify domestic waste at the source, encouraging the activities of reusing and recycling waste, utilizing food waste as animal feed and organic fertilizer. Relevant departments and branches should increase support for legal procedures so that Thanh Thuy Environment Joint Stock Company can complete the third incinerator; strengthen inspection and timely consultation on payment of costs, guide localities to develop estimates, develop unit prices, and allocate budget to support collection teams to ensure that there is no congestion or backlog of solid waste.

In 2026, communes and wards will only sign contracts with one service provider to improve responsibility and efficiency in collecting, transporting and treating domestic solid waste. The province's unified view is that by October 15, the remaining volume of domestic solid waste must be treated. Any unit that fails to do so must be responsible before the Provincial People's Committee.
