On the afternoon of February 19, at the Provincial Convention Center, the Provincial People's Council, term XVII, 2021 - 2026, held a meeting to resolve urgent work.

Attending the meeting were comrades: Nguyen Khac Than, Secretary of the Provincial Party Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council and People's Committee; delegates of the Provincial People's Council; leaders of a number of departments, branches, sectors, unions and districts and cities.

At the meeting, the leaders of the Department of Home Affairs reported on the proposal to issue a resolution of the Provincial People's Council on renaming villages in the districts of Quynh Phu, Kien Xuong, Tien Hai; the proposal on issuing a resolution to establish 5 specialized agencies under the Provincial People's Committee; the proposal on issuing a resolution regulating additional support policies for cadres, civil servants, public employees, and workers in implementing the reorganization of the apparatus under the management of Thai Binh province. Accordingly, 5 specialized agencies under the Provincial People's Committee were established, including: Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance; Department of Construction on the basis of merging the Department of Construction and the Department of Transport; Department of Science and Technology on the basis of merging the Department of Science and Technology and the Department of Information and Communications; Department of Agriculture and Environment on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment; Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs.

Regarding the additional support policy for cadres, civil servants, public employees, and workers in the implementation of organizational restructuring under the management of Thai Binh province, the subjects of application include cadres, civil servants, and public employees receiving salaries from the state budget and those working under labor contracts according to the provisions of the labor law before January 15, 2019 in administrative agencies, organizations, and public service units whose regular expenses are guaranteed by the state budget and public service units that partially guarantee regular expenses. These are cadres, civil servants, public employees, and workers who voluntarily retire early, immediately quit their jobs in agencies and units that carry out mergers, acquisitions, establishment, and termination of operations, and administrative organizations and units that carry out mergers, acquisitions, establishment, and dissolution in agencies and units that carry out internal organizational restructuring. In addition to the policies and regimes prescribed by the Government, cadres, civil servants, public employees, and workers who voluntarily apply and submit documents between February 20, 2025 and March 20, 2025 will enjoy the province's one-time additional support policy equal to 30% of the subsidy level according to Decree No. 178/2024/ND-CP; cadres, civil servants, public employees, and workers who voluntarily apply and submit documents between March 21, 2025 and May 31, 2025 will enjoy the province's one-time additional support policy equal to 20% of the subsidy level according to Decree No. 178/2024/ND-CP; Officials, civil servants, public employees, and workers who voluntarily apply and submit their documents between June 1, 2025 and February 20, 2026 will enjoy the province's one-time additional support policy equal to 10% of the subsidy level according to Decree No. 178/2024/ND-CP. Officials, civil servants, public employees, and workers who take leave outside the above-mentioned time will not be entitled to the province's additional support policies and regimes.

Also at the meeting, the leaders of the Department of Natural Resources and Environment reported on the approval of the list of works and projects that must reclaim land in the province in 2025; the approval of the list of projects that must change the purpose of land use with areas of rice fields and protective forests according to the planning in Thai Binh province. Representatives of the Legal Committee, the Economic - Budget Committee, and the Provincial People's Council presented reports on the results of the examination of the reports submitted at the meeting.

Based on the submissions and appraisal reports of the Provincial People's Council committees, Provincial People's Council delegates and delegates attending the session focused on discussing and objectively and comprehensively assessing the necessity as well as the bases and provisions of current laws of the submissions, ensuring that the resolutions issued are consistent with reality and highly feasible.

At the meeting, the Provincial People's Council delegates voted to pass 5 resolutions, including a resolution related to the arrangement and reorganization of specialized agencies of the Provincial People's Committee and additional support policies for cadres, civil servants, public employees, and workers who voluntarily retire early or quit their jobs immediately to streamline the apparatus.

In his closing speech, comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized the important significance of the resolutions that have just been passed; at the same time, requested the Provincial People's Committee, all levels, branches, districts and cities to urgently, promptly and specifically propagate the resolutions, especially the resolution on establishing 5 specialized agencies under the Provincial People's Committee and additional support policies for cadres, civil servants, public employees and workers in implementing the reorganization of the apparatus under the management of Thai Binh province so that all cadres, civil servants, public employees and workers know and organize implementation.

He also requested the Provincial People's Committee to urgently direct the arrangement of the apparatus as well as the development of functions and tasks of the 5 newly established specialized agencies to soon come into operation, ensuring connectivity, continuity, meeting task requirements, avoiding delays and interruptions in performing tasks, promptly resolving administrative procedures for organizations, individuals and enterprises; directing specialized agencies to have specific instructions on additional support policies for cadres, civil servants, public employees and workers in implementing the arrangement of the apparatus under the management of Thai Binh province, ensuring that policies are implemented effectively and in accordance with regulations.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Provincial People's Council, delegations, Provincial People's Council delegates, the Fatherland Front, and organizations to continue to fulfill their roles and responsibilities in supervising, monitoring, and urging the implementation of the resolution to ensure effectiveness, on that basis, promptly reflect the thoughts, feelings, and legitimate aspirations of the people, units, and enterprises for consideration and resolution.

Resolutions passed at the meeting:

  1. Resolution on the establishment of 5 specialized agencies under the People's Committee of Thai Binh province.
  2. Resolution stipulating additional support policies for cadres, civil servants, public employees and workers in implementing organizational restructuring within the scope of management.
  3. Resolution on renaming the village.
  4. Resolution approving the list of works and projects requiring land acquisition in Thai Binh province in 2025.
  5. Resolution approving the list of projects that must change land use purposes with areas of rice fields and protective forests according to planning in Thai Binh province.
