The Economic - Budget Committee of the Provincial People's Council reviewed the draft resolutions submitted to the 5th session.

BAC NINH - On October 3, the Economic - Budget Committee of the People's Council of Bac Ninh province organized the review of a number of draft resolutions submitted at the 5th session (special session) of the People's Council of the province.

Comrade Lam Thi Huong Thanh, Member of the Provincial Party Standing Committee, Vice Chairwoman of the Provincial People's Council attended. Also attending were representatives of the Provincial People's Committee, the Departments of Finance, Justice, Agriculture and Environment; Office of the National Assembly Delegation and Provincial People's Council, and Office of the Provincial People's Committee.

Here, the Economic - Budget Committee reviewed 4 draft resolutions including: Resolution amending and supplementing a number of contents of the Regulations on support for agricultural development, OCOP Program, rural occupations and new rural construction in Bac Ninh province (according to Resolution No. 16/2024/NQ-HDND dated December 11, 2024); Resolution amending and supplementing a number of contents of the policy to support agricultural, forestry and fishery development in Bac Giang province, period 2023-2030 (according to Resolution No. 26/2023/NQ-HDND dated July 14, 2023); Resolution regulating the content and level of expenditure to support agricultural extension activities in Bac Ninh province; Resolution deciding on the policy of converting forest use to other purposes.

During the review process, many opinions focused on analyzing the legality, feasibility and suitability to reality of each draft. Regarding the two draft resolutions for amendments and supplements, delegates requested the Provincial People's Council to carefully consider changes in the regulations of the Ministry of Justice on promulgating legal documents for the Provincial People's Council to ensure the promulgation is in accordance with the correct procedures and authority.

Receiving comments, comrade Nguyen Tien Tai, Head of the Economic - Budget Committee of the Provincial People's Council, concluded to stop discussing these two drafts so that the drafting agency has more time to review, adjust and complete according to regulations.

Regarding the draft Resolution regulating the content and level of expenditure to support agricultural extension activities, delegates said that it is necessary to develop an agricultural extension budget for each level (province, commune) for easy application; at the same time, review and avoid duplication of content between articles and clauses, ensuring clarity, transparency and budget savings. In addition, it is necessary to add practical expenditures for training, technology transfer, and building demonstration models to serve production.

Regarding the draft resolution on the policy of converting forest use to other purposes, opinions requested that the drafting agency clearly report on environmental impacts, alternative forest planting plans, ensuring a balance of socio-economic development benefits and forest protection tasks.

Speaking at the review session, the Head of the Economic - Budget Committee of the Provincial People's Council requested relevant agencies to seriously absorb and explain the comments; at the same time, review all draft resolutions on layout, data, and content to ensure accuracy, reasonableness, and compliance with regulations, and promptly complete the records and documents to promptly submit to the upcoming session of the Provincial People's Council.

Speaking at the conference, comrade Lam Thi Huong Thanh emphasized that the draft resolutions are all important and directly related to agricultural and rural development, resource management and production support.

He requested the drafting agency to seriously absorb comments, complete the dossier, ensure a tight legal basis, high feasibility and suitability to local practices.

Organizing the review of draft resolutions contributes to careful preparation for the 5th session (special session) of the Provincial People's Council, affirming the supervisory and critical role of the Economic - Budget Committee, while improving the quality of decisions serving the socio-economic development of the province.
