Extraordinary National Assembly session decides many urgent issues

(TN&MT) - On the morning of February 12, at Dien Hong Hall, National Assembly House, the National Assembly solemnly opened the 9th Extraordinary Session - the Session with the largest workload, lasting the longest among the extraordinary sessions, reviewing and deciding on many important issues for the country's development in 2025 and the coming time.

Decision to reorganize the apparatus, creating momentum for development

Speaking at the opening of the Conference, National Assembly Chairman Tran Thanh Man said that this extraordinary session is of great importance, urgently considering and deciding on many urgent issues to serve the revolution of reorganizing and streamlining the apparatus, meeting the very high requirements of the country in the new era. This is an issue that is receiving high consensus and support from cadres, party members and people, and also creating a premise for organizational and personnel work at the 14th National Party Congress; election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

In addition, the National Assembly will consider, decide, and promptly remove difficulties and obstacles in institutions and policies, create breakthroughs to perfect infrastructure, promote resources, and create new development spaces, in order to successfully implement the goals set out by the 13th National Party Congress.

The National Assembly will review and decide on fundamental laws and resolutions to reorganize and streamline the apparatus to promptly concretize the policies and resolutions of the Party Central Committee on reorganizing and streamlining the apparatus of the political system, operating effectively, efficiently and effectively, ensuring that agencies, organizations and units after reorganization and consolidation are truly "upgraded, raised to a higher level, with better quality and higher efficiency"; reduce focal points, eliminate intermediate levels, clearly and distinctly define the scope, tasks and authority of agencies according to the Constitution, promote decentralization and delegation of power, implement the "management by results" method, strongly shift from "pre-inspection" to "post-inspection" associated with strengthening inspection, supervision and control of power.

Focus on reviewing important laws and resolutions

According to National Assembly Chairman Tran Thanh Man, at this session, the National Assembly will consider and pass four draft laws, including: Law on Government Organization (amended); Law on Organization of Local Government (amended); Law on Amending and Supplementing a Number of Articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended) and five draft resolutions to implement the reorganization of the National Assembly and Government apparatus for the 15th National Assembly term.

The 9th extraordinary meeting to review and give opinions on many important contents, focusing on serving the streamlining of the organizational apparatus according to Resolution 18 of the Central Committee.

In particular, the review and approval of the Law on Promulgation of Legal Documents (amended) has important significance, plays a fundamental role, and creates a legal corridor for the construction and organization of the implementation of the system of legal documents.

The Draft Law has been comprehensively studied and revised, with major changes, addressing practical issues, in accordance with the spirit of Conclusion No. 119 dated January 20, 2025 of the Politburo on the orientation of innovation and improvement of the law-making process: accordingly, minimizing unnecessary processes and procedures; clearly defining the authority of the National Assembly, the Government and agencies in the political system, promoting dynamism and creativity associated with roles and responsibilities, strengthening control of power, preventing and combating corruption, waste and negativity; assigning one task to only one agency to preside over and take primary responsibility...

The National Assembly Chairman requested the Government and the agencies submitting the draft law to take ultimate responsibility for the draft law submitted by their agencies; ensure close, effective, synchronous and timely coordination in policy and law making between the National Assembly and the Government, between ministries, branches and between the Central and local levels; ensure synchronization, unity and conformity with changes in the organizational structure, functions, tasks and powers of agencies after implementing the reorganization of the apparatus; create a legal framework to promptly remove institutional obstacles and inadequacies that have been identified as "bottlenecks of bottlenecks", so that institutions become "breakthroughs of breakthroughs", unlocking resources for the country to develop rapidly and sustainably in the new era of the nation.

Also at this Session, the National Assembly will consider and approve 07 Resolutions to promptly remove difficulties and obstacles to promote the country's socio-economic development and specific mechanisms and policies for a number of projects and works such as: Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more; investment policy for the Lao Cai - Hanoi - Hai Phong railway project; specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City until 2035; additional investment plan for charter capital in the 2024 - 2026 period of the parent company - Vietnam Expressway Corporation; Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities; policies and specific mechanisms and policies to build nuclear power plants in Ninh Thuan...

The National Assembly will carry out a number of personnel work contents within its authority, in accordance with Party regulations and State laws, and perfect positions to ensure the new apparatus operates effectively and efficiently, meeting the country's development requirements in the coming period.

According to the National Assembly Chairman, the 9th extraordinary session of the 15th National Assembly took place in the first days of Spring 2025 with new confidence and spirit, in the joy of the country's development achievements. With a very high sense of responsibility, the agencies of the National Assembly, the Government, and relevant agencies closely coordinated, made every effort, worked day and night, even on holidays and Tet holidays to prepare the best quality content to be presented to the National Assembly.
