Expected success of the Congress will bring the Capital into a new stage of development

When studying the Political Report presented to the Congress, I agree with the comments and assessments of the results achieved as stated in the report.

Over the past years, under the concentrated, unified and drastic direction of the Hanoi Party Committee, the Capital has made rapid and comprehensive development in all fields; continuing to affirm its position as the national political and administrative center; at the same time being the locomotive and driving force for the development of the Capital region, the key economic region of the North and the whole country. Thanks to that, the appearance of the city is increasingly civilized and modern.

I highly agree with the key solutions in the Political Report, the solutions have shown their suitability, comprehensiveness, and inheritance from the 2020-2025 term of the City Party Committee with new content such as digital transformation, green economy and smart cities. The solutions proposed are comprehensive, specific, covering important areas, such as: Party building, economic development, culture, society, national defense - security, promoting administrative reform, building e-government, promoting the role of the Fatherland Front and socio-political organizations are key solutions.

However, the Congress needs to clarify more about the solutions for "strong and comprehensive digital transformation"; solutions for investing in digital infrastructure; solutions for developing cultural industries and clearly explain them so that cadres and party members can understand them better. At the same time, it is necessary to add a separate group of solutions for developing Hanoi to adapt to climate change, clean environment; building an open and transparent administration with people at the center.

One of the city's outstanding achievements in the past term is the effective implementation of the apparatus streamlining revolution and the implementation of the two-level local government model. This is a vivid concretization of the ideology of "People know - People discuss - People do - People inspect - People supervise - People benefit", demonstrating the determination to comprehensively innovate the Party's leadership method, improve the governance capacity and operational effectiveness of the State in the new period of the Hanoi City Party Committee.

To continue improving the quality of people's lives and perfecting the new management model, with the goal of Dong Da becoming a model urban ward of culture, civilization and modernity by 2030, the Ward Party Committee has identified key tasks. In particular, continuing to build a clean and strong Ward Party Committee and political system, arranging the organization of the political system to be "lean, compact, strong, effective, efficient and effective", focusing on training and fostering a team of cadres to ensure immediate response to task requirements and improve the quality of service to the people.

In particular, the Ward Party Committee identified the development of science, technology, innovation and digital transformation as an urgent task of strategic significance for Dong Da Ward to develop rapidly and sustainably in the new era. Specifically, focusing on implementing 3 main tasks: Developing digital government; developing digital economy; promoting the application of artificial intelligence (AI) to contribute to building a transparent digital government, promoting innovation in the economy and improving the quality of life of the people.

Officials, party members and people of Linh Nam ward are especially interested in the major targets and orientations in the documents of the 17th City Party Congress, such as: Average GRDP growth rate in the 2026-2030 period reaching 11%/year or more, GRDP per capita reaching over 12,000 USD, the proportion of digital economy accounting for about 40% of GRDP, urbanization rate reaching 65-70%, urban green area of at least 10m²/person, the rate of treated urban domestic wastewater reaching 70% and in inner-city river basins reaching 100%...

From the spirit of "Pioneering and breaking through in the new era", I expect the 18th City Party Congress to propose strong policies to maximize the potential and advantages of each locality, including Linh Nam ward.

Based on the city's goals, Linh Nam ward will focus on promoting administrative reform, digital transformation, urban beautification, building a green - clean - beautiful living environment, promoting sustainable economic development, improving people's lives and contributing to building the capital Hanoi to be increasingly civilized, modern and happy.

During the 2025-2030 term, Hanoi city sets important goals to develop more strongly with the country in the new era. In recent times, the city has effectively implemented the two-level local government model.

Therefore, this is one of the important tasks that grassroots party committees, especially the 126 commune and ward party committees, need to continue to pay attention to and improve to better serve the people and businesses, meeting the goals set by the city.

On that basis, I believe that the 18th Congress of Hanoi Party Committee, term 2025-2030, will be a great success with important achievements in the new period.
