Hoang Loc Commune Public Administration Service Center is invested with modern and synchronous equipment to create favorable conditions for people to come and handle administrative procedures.
At the Hoang Loc Commune Public Administration Service Center, in recent days, there have always been many people coming to do transactions. Right from the entrance, civil servants, union members and youths in the commune have enthusiastically guided people to register for a serial number, supported in declaring documents and certificates; instructed on how to use the VNeID application, exploit personal information, submit documents online... Civil servants working at the center are divided into cells, with a badge showing their specific job title and field of work, easy to recognize.
Ms. Khuong Thi Truc, a resident of Hoang Loc commune, said: “In the past, I was often shy when I came to the commune to work because I didn’t know where to go or who to meet. Now it’s completely different. From the moment I entered the door until I completed the procedures, I was given enthusiastic guidance. I saw that the commune officials thoroughly answered questions that people didn’t know. For example, when I had to certify my child’s birth certificate, the officials received it and quickly implemented it.”
Mr. Le Duc Uyen also came to do administrative procedures at the commune, sharing: “There is no longer a district level, so the responsibility of commune officials is heavier. But through handling the work, I see that commune officials and civil servants work very professionally and politely. I hope that the team of commune officials will increasingly improve their expertise and service spirit so that people can be supported quickly and effectively.”
In reality, after the administrative reorganization, the commune-level government is no longer a place to “work in the old way”, but is forced to change to adapt. The area is larger, the population is larger, the people’s demands are higher, so it requires commune officials to improve themselves, both in terms of capacity and working attitude.
Working style in many localities has changed significantly, going to work on time, seriously, urgently, there is no longer the scene of "officials coming to the office to sit around and chat", "making appointments with people and then leaving them there". The agency's internal regulations are strictly enforced, administrative discipline is clearly adjusted. When receiving people, officials follow a concise, transparent process, applying information technology to management and processing of documents to avoid delays and errors.
Ms. Nguyen Thi Hai, a civil servant of Quang Ninh commune, said: "Previously, a part of the work related to land, household registration or justice was transferred to the district. Now the commune has to take on the majority, so all civil servants working at the public administrative service center must improve their skills and service spirit, and cannot work in the old way anymore." At the commune level, people not only contact the government when doing paperwork, but also in relation to life, social security - areas directly related to daily life.
Through surveys in some communes after the administrative unit reorganization, especially the central communes after the merger, the working atmosphere in the commune-level administrative agencies has changed. The reorganization of the team, the re-regulation of working hours, civil servant style, and work processing procedures, all aim at the sole goal: improving the quality of service to the people. Administrative procedures are applied with electronic management software to increase publicity, transparency, and reduce waiting time. Many communes have publicly posted the list of procedures, processing time, direct handling officers, and implementation results.
According to the report of the Nguyet An Commune Public Administration Service Center, in the first 10 days of July 2025, the center's staff received over 200 records, of which 180 records were certified copies, 15 records in the judicial field, 4 records in the agricultural and environmental fields. 100% of the records were processed on time and before the deadline. For the convenience of the people, the center has been fully equipped with a computer system, signboards, guidance and document reception area. The majority of officers and civil servants performing duties at the center are young, dynamic, have good communication skills and expertise, meeting the requirements of the job. In the first days of operation, there was also the participation of union members and youth to support people in carrying out administrative procedures quickly and effectively, according to the motto "Scientific - Effective - Modern - Ready - Friendly".
After the reorganization of administrative units, the commune-level government in Thanh Hoa has entered a period of comprehensive innovation, from organizational structure to working methods. Immediately after being reorganized, the team of cadres, heads of Party committees and commune governments have started working, grasping the situation at the grassroots level. The change in spirit and discipline at the commune level not only creates a new wind in each cadre and civil servant, but also builds the image of a new type of commune-level government in the hearts of the people, professional, effective, taking people's satisfaction as a measure of cadre capacity.
