Lai Chau focuses on removing bottlenecks in infrastructure and human resources

Lai Chau Provincial Party Secretary Le Minh Ngan requested the subordinate Party Committees, departments, branches, sectors and localities to thoroughly grasp and firmly implement the new operating principles agreed upon by the recent 13th Central Conference. That is: "Discipline comes first - Resources go together - Results are the measure"; resolutely implement the action motto "Three focuses - Three publicities - One measure"; resolutely digitize the entire process, provide online public services according to the principle of "one door - one declaration".

The subordinate Party Committees, departments, branches, and localities urgently reviewed and consolidated the Steering Committees at all levels and put them into operation in an orderly and effective manner. The Provincial Party Committees and the Provincial Party Committee Office focused on leading and directing the effective implementation of the digital transformation project in the Party agencies of the Secretariat and Plan No. 331-KH/TU of the Provincial Party Committee according to the set roadmap. The Provincial People's Committee Party Committee led the Provincial People's Committee to proactively review and promptly concretize the conclusions of the Central Committee, the National Steering Committee, and the direction of the Provincial Party Committee. Relevant parties focused on proposing and perfecting mechanisms and policies on data management and information security for innovation; promptly removing bottlenecks in institutions, human resources, infrastructure, and finance, ensuring that tasks must be completed on time and meet practical requirements.

Delegates focused on discussing difficulties in purchasing working equipment for the Public Administration Service Center; enhancing the exchange and coordination of information sharing related to policies on infrastructure development, transport infrastructure systems and trade at border gates; improving the quality of administrative procedure settlement and online public services; solutions to improve the operational efficiency of the Community Digital Technology Team in digital transformation. Delegates also spent time discussing solutions to overcome limitations pointed out such as lack of funding; weak ability of people to apply science and technology; many villages and hamlets do not have broadband mobile phone signal, no Internet; officials in some places are limited in professional skills and electronic process handling skills...

Implementing Resolution No. 57-NQ/TW of the Politburo , the province was assigned 145 tasks; by the end of the third quarter of 2025, Lai Chau had completed 85 tasks and was carrying out 60 tasks. The province has deployed 12 courses with 118,604 trainees who are cadres, civil servants, public employees and people registered to participate; issued 31 programs, plans and documents to orient and organize the implementation of tasks on science, technology, innovation and digital transformation in the area.

The province has completed the restructuring of processes, integration, and provision on the National Public Service Portal for 55/75 essential public services according to Project 06/CP, Decision No. 422/QD-TTg dated April 4, 2022, and Decision No. 206/QD-TTg dated February 28, 2024 of the Prime Minister. For the remaining public services that have not been integrated, the province is waiting for instructions from central ministries and branches to implement. Currently, Lai Chau has 2,104 BTS stations; the specialized level II data transmission network connecting to state agencies in the province has been deployed to ensure stable and smooth operation. The province has allocated 34 billion VND to purchase and upgrade working equipment, with priority given to the Public Administration Service Center to ensure synchronization according to regulations and funding...

Lai Chau proposed that the Government consider prioritizing investment in digital infrastructure for disadvantaged villages to ensure national defense, security and economic development, and have a policy to support smartphones for disadvantaged households so that people can access administrative procedures and utilities of Project 06.

The province recommends that the Prime Minister soon issue a Decision on the task of developing and implementing the IoT application project in commercial production, energy management, smart agriculture, smart transportation, smart healthcare, etc. as a legal basis for localities to develop and organize the implementation of the project in accordance with reality. The competent authorities should soon issue guidelines for determining the job positions related to digital transformation under the state management function to enjoy the support level as prescribed in Decree No. 179/2025/ND-CP dated July 1, 2025 on support regimes for people working in full-time positions on digital transformation, information security and network security.
