Road construction cost 3.8 billion, 'exposed' for fake acceptance of more than 1 billion VND

Quang Ngai Provincial Inspectorate has just concluded the inspection of the acceptance and settlement of the coastal road project in Trung Duong service area - Duc Loi Border Guard Station (Mo Duc district, Quang Ngai province).

According to the inspection conclusion, the coastal road project of Trung Duong service area - Duc Loi Border Station is invested by the Management Board of the National Target Program of Duc Loi commune. Thien An Construction Consulting Company Limited conducted the survey, prepared the economic - technical report and was appraised by the Economic and Infrastructure Department of Mo Duc district.

This route, which is over 1.7km long, is part of the national target program for new rural construction in Quang Ngai province, with a total investment of 3.8 billion VND. Construction time is from March 28, 2019 to November 30, 2019.

The inspection conclusion clearly stated that the above units had made incorrect estimates and approved appraisals, duplicating the volume, causing the estimate to increase by nearly 930 million VND.

Cong Thanh Construction and Consulting Company Limited, which won the construction contract, intentionally violated the law to appropriate more than VND 985 million, when the bidding documents were dishonest; intentionally accepted false construction volume; and did not calculate the actual construction volume.

The construction supervision unit, Thanh Cong Construction and Trading Consulting Company Limited, is not qualified to be a supervisor. This unit has assigned a person with a "chief supervisor certificate" to be the designated contractor, leading to the acceptance of a false settlement of the volume.

In response to the above violations, the Chief Inspector of Quang Ngai province issued a decision to recover and pay to the state budget the amount of over 1 billion VND in violations. In addition, the Chief Inspector of Quang Ngai province proposed transferring the case file to the Provincial Police Investigation Agency to review and prosecute the criminal case against the violation of management and use of public investment capital and construction works causing serious consequences.
