Lao Cai issues plan to organize the 1st Lao Cai Provincial Sports Festival

Lao Cai Provincial People's Committee has issued Plan No. 135/KH-UBND on organizing the 1st Lao Cai Provincial Sports Congress at all levels towards the 10th National Sports Congress in 2026.

The Congress was held to promote the implementation of Conclusion No. 70-KL/TW dated January 31, 2024 of the Politburo on physical training and sports development in the new period and the Sports Development Strategy to 2030 with a vision to 2045;

Compete to achieve achievements to welcome the success of the 1st Congress of Lao Cai Provincial Party Committee, term 2025 - 2030, towards the 14th National Congress of the Party; celebrate the anniversaries of major holidays of the country and the province in 2025 - 2026.

Strengthening propaganda, creating a profound change in awareness of all levels, sectors and the whole society about the benefits and role of physical education and sports (ST&S) in improving people's health and physical strength, contributing to training people for comprehensive development associated with promoting the Campaign "All people practice physical training following the example of great Uncle Ho" and implementing Conclusion No. 70-KL/TW dated January 31, 2024 of the Politburo on the development of physical education and sports in the new period and the Strategy for the development of physical education and sports to 2030 with a vision to 2045.

Widely spread the sports training movement, improve the spiritual life of the people, affirm the spirit of solidarity, cultural identity and will to rise of the ethnic groups of Lao Cai province in the new situation.

Improve the capacity of management, organization and operation of staff, coaches, instructors and referees at all levels; at the same time, through the Commune Sports Congress, to discover and select athletes with outstanding achievements to participate in the Provincial and National Sports Congress; thereby contributing to the development of high-performance sports in the province and the country; at the same time, summarize and evaluate the results of developing mass sports in communes and wards across the province.

The plan states that the Commune-level Sports Festival will be held from November 2025 to before April 30, 2026. Based on the Competition Organization Plan of the Higher-level Sports Festival and the local sports movement; communes and wards select modern sports and traditional ethnic sports to organize, prioritizing the organization of strengths (Athletics, Football, Badminton, Table Tennis, Pickleball...) and ethnic sports suitable to local traditions (Stick Pushing, Tug of War, Crossbow Shooting, Con Throwing, Tu Lu...); develop a plan and organize the Congress or (Competition) suitable to the actual conditions of the locality and unit; through the Congress, select and establish a delegation of athletes to participate in the Provincial Sports Festival. The number of competitions organized is not less than 8.

Sports Congresses of armed forces units; departments, branches, sectors; Central agencies located in the area are organized from November 2025 to before April 30, 2026. The sector-level Sports Congress organizes at least 05 sports and is included in the competition program at the Provincial Sports Congress. Focus on sports that are strong and are loved by a large number of cadres, soldiers, civil servants, public employees, and workers and who participate in sports training regularly.

The 1st Lao Cai Provincial Sports Festival is scheduled for the third quarter of 2026 and will end before September 15, 2026 with 18 competitions and divided into 2 phases.

Phase 1 organizes competitions before the Congress including 12 events: Men's football; Chinese chess; Karate; Vovinam; Swimming; Pole pushing; Tug of war; Crossbow shooting; Cross country; Futsal; Chess; Taekwondo. Phase 2 organizes competitions during the Congress including 6 events: Indoor athletics, Badminton, Table tennis, Shuttlecock, Pickleball, and Volleyball.

The opening ceremony is expected to take place in early September 2026 with the participation of approximately 5,500 people.

The Provincial People's Committee requested the implementation of organization from the grassroots level, attracting and gathering a large number of people from all walks of life in the province to participate in practicing, competing, and performing modern sports and traditional ethnic sports.

Communes, wards and sectors organize well the Sports Festival at commune and sector levels and select and establish a team of athletes to participate in the Provincial Sports Festival; Promote the sports spirit of "Solidarity, honesty, nobility", achieve high results and fight against all negative manifestations in competitions.

Promote socialization to mobilize resources to increase investment in facilities and equipment for sports activities and organize and operate activities in Sports Festivals at all levels.

The organization must have close coordination between levels and sectors to ensure solemnity, economy, and efficiency, combined with promoting environmental sanitation, ensuring security and safety for participants; ensuring content and form suitable to the socio-economic conditions of each sector, unit, and locality.
