Fees for new registration and license plates for pickup trucks increased 40 times

The Ministry of Finance has just issued Circular 60/2023/TT-BTC regulating the collection rates, collection, payment, exemption, and management of fees for registration and license plate issuance of road motor vehicles (Circular 60). Circular 60 replaces Circular No. 229/2016/TT-BTC.

Circular 60 takes effect from October 22, 2023 with many changes in registration and license plate fees for cars and motorbikes.

Specifically, Circular 60 stipulates a change in the fee for the first issuance of a registration certificate with a license plate in Region I for cars (except for passenger cars with 9 seats or less; trailers and semi-trailers registered separately) to VND500,000/time/car. The fee for Region II and Region III is VND150,000/time/car.

In particular, for passenger cars with 9 seats or less (including pickup trucks), with a fixed fee of 20 million VND/time in Hanoi and Ho Chi Minh City, equivalent to an increase of 40 times compared to before (previously, the fee was only 500,000 VND/time for area I).

Also according to Circular 60, the fee for issuing a new registration certificate with license plate for passenger cars with 9 seats or less (including pickup trucks) in region II is 1 million VND/time/car.

In region III, the fee is 200,000 VND/time/vehicle for new registration. In both regions II and III, the fee remains unchanged compared to current regulations.

Fees for new registration and license plates for pickup trucks increased 40 times

For motorbikes, according to Circular 60, registration and license plate fees for road motor vehicles are calculated based on the value of the vehicle and by region.

Specifically, for vehicles valued at over 40 million VND, the fixed fee is 4 million VND (area I); Area II is 800,000 VND/time/vehicle; Area III is 150,000 VND/time/vehicle instead of the current regulation of 50,000 VND/time/vehicle.

For motorbikes valued at over 15 million VND to 40 million VND, the fixed fee is 2 million VND/time/vehicle for region I instead of the current regulation of 1-2 million VND; region II remains at 400,000 VND/time/vehicle; region III is 150,000 VND/time/vehicle instead of the current regulation of 50,000 VND/time/vehicle.

For motorbikes worth 15 million VND or less, the fee in area I is 1 million VND/vehicle instead of the current regulation of collecting within the range of 500,000-1,000,000 VND/vehicle; area II remains at 200,000 VND/vehicle; area III has the fee of 150,000 VND/vehicle instead of the current regulation of 50,000 VND/vehicle.

In addition, Circular 60 also stipulates: organizations and individuals with headquarters or residence in any area must pay fees for vehicle registration certificates and license plates according to the fee rates prescribed for that area.

In the case of granting registration certificates and license plates for new vehicles that win auctions, the winning organization or individual must pay the fee for granting registration certificates and license plates for vehicles as follows: registration for granting certificates and license plates in area I applies the fee rate in area I; registration for granting certificates and license plates in areas II and III applies the fee rate in area II.

Meanwhile, the value of the motorbike used as the basis for applying the fee for granting registration certificates and vehicle license plates is the price used to calculate the registration fee at the time of registration.

Region I includes: Hanoi and Ho Chi Minh City including all districts and counties under the city regardless of inner city or suburbs.

Region II includes: Centrally-run cities (except Hanoi and Ho Chi Minh City) including all districts and counties under the city regardless of inner city or suburb; provincially-run cities and towns including all wards and communes under the city or town regardless of inner city or suburban wards or communes.

Area III includes: Areas other than Area I and Area II.

Officially reducing 50% of registration fees for domestically produced cars On June 28, the Government issued a Decree regulating the registration fee for cars, trailers or semi-trailers pulled by cars and vehicles similar to cars produced and assembled domestically.
