GDP scale increased 5 levels to 510 billion USD, Prime Minister said need to continue innovation

According to Minister of Education and Training Nguyen Kim Son, in the past term, the Government and the Prime Minister have made efforts and determination to resolve many issues that have been pending for many terms. This demonstrates the spirit of not avoiding or fearing difficulties, contributing to the unblocking of development resources.

A very prominent point according to Minister Kim Son is that the Government and the Prime Minister have strongly innovated in thinking, methods, leadership and management styles, taking practice as a measure of effectiveness and institutional innovation as a method.

Regarding the results of socio-economic development in the 2020-2025 period, delegates said that in the context of many difficulties, challenges, and unprecedented problems, we expect to achieve and exceed 22/26 main targets, of which 15/15 main targets will be achieved and exceeded in the 2024-2025 period.

Notably, Vietnam's GDP scale increased from 346 billion USD in 2020, ranked 37th in the world, to 510 billion USD in 2025, up 5 places, ranked 32nd in the world and 4th in the ASEAN region; GDP per capita increased 1.4 times, increased from 3,552 USD to about 5,000 USD, entering the group of upper middle-income countries.

The macro economy is basically stable, inflation is controlled at about 4%/year. State budget revenue in the 2021-2025 period is estimated at 9.6 million billion VND, 1.36 times higher than the 2016-2020 period and exceeding the set target (8.3 million billion VND). The total increase in revenue and savings in state budget expenditure is about 1.57 million billion VND.

By the end of 2025, 3,245 km of expressway will be completed (exceeding the target of 3,000 km) and 1,711 km of coastal road (exceeding the target of 1,700 km according to the Resolution of the 13th Party Congress); Long Thanh International Airport phase 1 will be basically completed...

The average income of workers increased from 5.5 million VND/month in 2020 to 8.4 million VND/month in 2025. The basic goal is to eliminate temporary and dilapidated houses before the completion of the 5-year and 4-month deadline with over 334,000 houses.

In particular, after the reorganization and streamlining of the apparatus, 8 ministries, ministerial-level agencies, and government agencies were reduced to 14 ministries and 3 ministerial-level agencies (equivalent to a 32% reduction). The number of provincial-level administrative units was reduced from 63 to 34; district-level administrative units ceased operations; the number of commune-level administrative units was reduced from 10,035 to 3,321 (equivalent to a 67% reduction).

Accordingly, the total number of state administrative staff will be reduced by 145,000 civil servants and public employees; regular expenditure will be reduced by 39,000 billion VND/year.

In addition, in the 2020-2025 period, the Government has developed, submitted to the Politburo for comments and implemented a plan to handle 5 weak banks; 12 projects and enterprises that are behind schedule, ineffective and have long-standing backlog projects, causing waste of resources.

Currently, agencies and localities are reviewing and proposing to remove obstacles for nearly 3,000 projects with a total capital of nearly 5.9 million billion VND (equivalent to about 235 billion USD) and a total land use scale of about 347,000 hectares.

Continue to innovate and remove obstacles to mobilize resources

Speaking at the meeting, Prime Minister Pham Minh Chinh stated that the draft documents to be submitted to the 14th National Party Congress were developed with many new points, in a more concise and substantive direction, focusing on major points, with high actionability, efficiency and feasibility.

Stating that if we do not continue to innovate, we will not be able to develop, cannot "go far out to sea, go deep into the earth, fly high into space", the Prime Minister said that development thinking, methodology, and approaches to solving practical problems must be innovated. In which, science and technology, innovation, and digital transformation are the foundation of development, the shortest and fastest path.

Reiterating the slogan "innovate or die" at the time of the 6th Congress, the requirement was to overcome oneself in order to innovate and develop. Therefore, it is necessary to continue to remove institutional difficulties and obstacles to clear and mobilize resources, turning institutional bottlenecks into national competitive advantages.

For example, attracting FDI capital is a bright spot, but social resources are still very large. Therefore, the Prime Minister believes that it is important to know how to mobilize more strongly the total investment of the whole society, through synchronous and effective measures.

That is to remove institutional obstacles; develop financial markets, stock markets, develop international financial centers, free trade centers... To do so, the mechanism must be very open, creating favorable conditions for investors, but at the same time must protect independence, sovereignty, and territorial integrity.

Another important measure mentioned by the Prime Minister is to boldly let private enterprises participate in investing and building large infrastructure projects such as international-scale sports facilities capable of serving the Olympics, or international airports...

The Head of Government also pointed out the reality that the private sector can build these projects faster, more modernly and at a more economical cost, without having to use the state budget.
