A unique opportunity
Resolution No. 43, dated January 24, 2019 of the 12th Politburo on the construction and development of Da Nang City to 2030, with a vision to 2045, determined that Da Nang will be built to become a major maritime economic center of the country, an international maritime city, a large tourist city associated with the maritime economy. The available advantage is the continuous coastal road stretching from Son Tra to Chu Lai and in general, the city owns about 200km of coastline.
Da Nang has many seaports (including Tien Sa, Lien Chieu, Song Han, Ky Ha, Truong Hai) that have been attracting investment and are expected to be the most ideal logistics transit point in the region. In addition, there are projects of Da Nang and Chu Lai airports; the project of dredging Cua Lo channel and Chu Lai container logistics center; Da Nang University urban area; the pilot project of encouraging cooperation and production linkage in clusters of supporting industries and mechanical industry in Chu Lai Open Economic Zone; the project of "Developing and forming a Center for medicinal plant industry in Quang Nam province with Ngoc Linh ginseng as the main crop"; the project of forming and developing a Center for deep processing of silica products... are also being actively implemented.
In particular, on June 27, 2025, the National Assembly passed a resolution on developing an international financial center, located in Ho Chi Minh City and Da Nang.
A new opportunity opens up for the city to make a breakthrough in policy mechanisms as the central government has just approved the Da Nang Free Trade Zone (FTZ). This is considered a special planning for the city to be allowed to experiment with new policies on investment, tax, customs, technology, finance, human resources and digital transformation... Da Nang FTZ has an area of about 1,881 hectares arranged in non-contiguous locations, including functional areas of production, logistics, trade and services, digital technology industry, information technology and innovation and other types of functions.
FTZ Da Nang is aiming to become a regional economic center, playing the role of a strategic growth pole of the Central region and the whole country in the new development context. It is an important link in the global supply chain network and the Asia-Pacific region; a production center, an international freight transit hub connected to Lien Chieu port, Da Nang international airport and the East-West economic corridor.
Economic experts believe that the space of the new Da Nang City after the merger will be very large, so it is necessary to consider the connection with Chu Lai and Tam Ky in the development space. The special tax exemption mechanism of FTZ, if applied in Da Nang, will create a driving force for economic growth in the whole region.
According to the People's Committee of Da Nang City, the establishment of the Da Nang FTZ is considered a breakthrough step, capable of leading green growth, innovation and attracting strategic investment. There have been strategic investors committed to investing in the Da Nang FTZ, including: BRG Group - JSC, Sun Group Corporation (Sun Group), Terne Holdings and The One Destination Corporation, Thanh Binh Phu My Joint Stock Company, Lien Thai Binh Duong Import Export Company Limited, Phuong Trang Investment Joint Stock Company, Newtechco Group Joint Stock Company, representatives of the investment consortium of NewTechco Group Joint Stock Company and Phytopharco Vietnam Company Limited, Saigon - Da Nang Investment Joint Stock Company.
Great potential and space
The symbiosis in the merger with Quang Nam will help Da Nang double its competitive advantage in economic development, especially in tourism, industry, marine economy... Possessing a coastline of about 200km, with 3 world heritages (Hoi An Ancient Town, My Son Temple Complex, Ngu Hanh Son Scenic Area), Cu Lao Cham World Biosphere Reserve, along with hundreds of traditional craft villages, interesting sights from the forest to the sea..., Da Nang promises to become one of the attractive destinations on the world tourism map.
Da Nang - Hoi An - My Son is expected to be a tourist route that welcomes a large number of visitors thanks to the administrative boundaries being "unified". According to analysis by The Outbox Company - a data analysis company for the Asian tourism and travel industry, the number of international visitors staying in Da Nang City after the merger could reach 6.1 million visitors per year, surpassing Ho Chi Minh City - which welcomes about 6 million international visitors in 2024.
Quang Nam Tourism Association said that for a long time, international tourists have not been able to distinguish the administrative boundaries of Quang Nam and Da Nang. According to the planning orientation, after the merger, Da Nang determined that tourism is still a key economic sector, contributing greatly to the growth of the locality. Accordingly, the city will combine the development of sea tourism, resort tourism, cultural tourism and eco-tourism to create many diverse and new tourism products on the Central Heritage Road.
The new Da Nang City has an area of nearly 12,000 square kilometers, is the largest city among the six centrally-run cities, with a population of more than 3 million people. This is an important resource for the long-term development strategy. Many opinions say that the planning project of Quang Nam province and Da Nang City has been approved by the Central Government, so the upcoming task is to quickly connect, synchronize, and integrate the planning of the two localities. Closely follow the concentrated development space in the East and West regions, in which attention is paid to investing and forming large-scale urban projects following the backbone road - Vo Chi Cong of the old Quang Nam province...

“In 1997, Quang Nam and Da Nang were separated to promote development. After 28 years, both localities have made great strides. However, Da Nang has now run out of room for development, while Quang Nam still has a lot of untapped potential. Therefore, the merger of the two localities at this time is completely appropriate, to form a new Da Nang City - open, large-scale, with enough conditions to break through in the next stage of development.
Over the years, Da Nang has affirmed its position as a centrally-governed city, building the image of a modern, internationally integrated city, strongly attracting investment. With that advantage, the new Da Nang City after the merger will certainly continue to enjoy special mechanisms, creating motivation to grow stronger in the new era. In particular, the culture of Quang - the land of "Courageous, resilient, leading the way in defeating the Americans" - will be a solid foundation for the city to develop sustainably.
The problem is that after the merger, the city's leadership team must quickly find a new, stronger driving force for development. At the same time, it is necessary to organize well the reorganization of the apparatus, stabilize ideology, avoid major disruptions, take care of the regime and policies for the affected subjects and fully ensure the legitimate rights of the people.

“As a person working at the grassroots level, I understand the thoughts and expectations of the people when the locality enters a period of transformation with the merger of administrative units and the implementation of a two-level government model from July 1. This is a major policy, which the people of Tam Giang commune in general and Hoa An village in particular expect to open up a new direction of development for their homeland.
We expect a new look with synchronous investment in transport infrastructure, smooth roads, serving agricultural production, fishery exploitation, developing industries suitable to the potential of coastal areas. Along with that are reforms in administrative procedures that are more effective and faster.
We put our trust in the staff after the merger, especially when the new Nui Thanh commune is larger, including 5 merged communes (including Nui Thanh town, Tam Nghia, Tam Hiep, Tam Quang and Tam Giang communes). Although there are many changes in personnel and location, we still expect the new staff to be dedicated and visionary, to match their words with their actions, to listen diligently, and not to let people feel left behind in the innovation process.

“After more than 30 years of working in the fields and agricultural economy, I am very happy and confident in the major policy of the Party and State on restructuring the apparatus, merging provinces and cities, and implementing a two-level local government.
Quang Nam is an agricultural land, most of the people are still attached to the fields and gardens. Therefore, I and many farmers hope that after the merger, the new government will have specific mechanisms and policies for the agricultural sector such as planning growing areas, applying science and technology, connecting markets, and guaranteeing output of products.
However, I am also concerned that when the area expands, the apparatus is streamlined, the new communes and wards will be larger, there will be more work..., requiring the commune-level government to be strong, and the cadres to have heart, vision and real responsibility. Cadres today not only need to be good at their profession but also need to be close to the people and understand them. Cadres need to go down to the gardens and fields to know what the people lack and need. Only when policies come from real life will they be effective.
