Muong Sai maintains new rural standards

Muong Sai was established on the basis of merging the communes: Muong Sai, Nam Et. Before the merger, both communes met the new rural standards. Continuing to maintain the achieved results, the Party Committee, government and people here are actively exploiting the potential and promoting advantages to improve the new rural criteria in the new period.

In early October, we followed Provincial Road 107 to Muong Sai Commune. On both sides of the road to the commune center, we saw many solidly built houses and clean and beautiful roads, creating a new and spacious rural appearance. Mr. Lo Van Tam, Chairman of the Commune People's Committee, shared: Muong Sai has 18 villages, more than 2,000 households of 4 ethnic groups: Thai, La Ha, Mong and Dao. The commune is focusing on developing production, maintaining and expanding fruit tree planting models combined with livestock, aquaculture and fishing, in order to increase people's income.

In the period of 2020 - 2025, Muong Sai and Nam Et communes (old) received an investment of 328.6 billion VND to implement the criteria for new rural construction. From this capital source, the locality built and repaired 3 centralized domestic water works, 1 electricity work, 1 bridge over the stream, 13 traffic works, including 11 rural roads. People actively contributed labor, money and materials to concretize traffic roads, renovate fences, cultural house gates, plant flowers along the roads, creating a bright - green - clean - beautiful landscape.

Regarding economic development, the commune orients people to build suitable production models. Currently, the whole commune cultivates nearly 5,000 hectares of food crops, intensively cultivates 355 hectares of fruit trees; raises more than 95,000 cattle and poultry. The forest area is enclosed and protected for more than 3,347 hectares, with a coverage rate of 44.38%. In addition, farmers also take advantage of the water surface area for aquaculture and fishing with 2,698 fish cages, with an annual output of more than 366 tons. The whole commune has 8 cooperatives, of which 4 cooperatives operate in the field of aquaculture.

According to the commune's introduction, we went to Tom village. Currently, the village has 92 households, mainly La Ha people. In recent years, the village management board and organizations have actively encouraged people to switch from small-scale farming to commercial farming. Up to now, the whole village is raising 330 large cattle and 3,500 poultry. In addition, people also cultivate 140 hectares of corn, 60 hectares of cassava, 3 hectares of fruit trees; protect 153 hectares of natural forest and 12 hectares of planted forest. There are 60 households that have received preferential loans from the Social Policy Bank with a total outstanding debt of 3.4 billion VND for economic development investment. In addition, 130 workers of the village work outside the province, with an average income of 7-10 million VND/month.

Mr. Quàng Văn Pánh, Party Cell Secretary and Head of Tom Village, shared: The economy has developed and people have actively contributed to building new rural areas. With the support of the State, people have contributed over 300 working days to build 1.6 km of internal village roads and 7.5 km of roads to the production area. Up to now, 100% of households have moved livestock out from under the floor, more than 90% of households have standard sanitary facilities. The village cultural house has been upgraded and fully equipped to serve community activities; every year, 86% of households achieve the title of "Cultural Family".

Creating linkages in production, in 2020, Mr. Luong Van Le, Nong village, mobilized 14 households in Nong, Ca Pong, Co Muong, and Hao villages to establish Nam Et Agricultural Service Cooperative, planting more than 12 hectares of fruit trees, mainly oranges and grapefruits. The cooperative guided members to switch from growing low-yield corn and cassava to fruit trees according to VietGAP and organic processes, helping products to be purchased by traders inside and outside the province. After 4 years, the area of ​​fruit trees increased to nearly 15 hectares; by the end of 2024, the entire area will be certified by VietGAP.

As a member of the Cooperative, Mr. Luong Van Vui invested nearly 200 million VND to grow 1 hectare of V2 oranges and grapefruits in 2018, but the yield was low due to lack of techniques. When joining the Cooperative, he received technical support for care. Up to now, the fruit trees yield nearly 10 tons of fruit per year, selling for 25,000 - 30,000 VND/kg. Mr. Vui shared: In addition to growing fruit trees, the family also raises more than 10 sows, pigs and 10 buffaloes and cows, earning about 400 million VND/year. In the near future, I plan to invest in a barn to raise sika deer for velvet.

The Resolution of the 1st Congress of the Muong Sai Commune Party Committee (term 2025 - 2030) sets the goal of maintaining and improving the criteria of communes meeting NTM standards; building 2 or more advanced NTM villages; aquatic product output reaching 12,000 tons; average income of 47 million VND/person/year; the rate of poor and near-poor households below 4%. To achieve the goal, Muong Sai continues to integrate capital sources for infrastructure maintenance and repair; support production, increase income for people; at the same time, request the province to pay attention to investing, supporting resources to build advanced NTM villages, have incentive mechanisms, encourage businesses to invest in cultivation, livestock... gradually perfecting and promoting the development of green and sustainable agricultural economy.
