Accordingly, regarding the reform of administrative procedure regulations, it is recommended that the Department of Justice take the lead and coordinate with relevant agencies and units to strengthen strict control and assess the specific policy impact on administrative procedure regulations, effectively appraise and examine draft legal documents, ensuring that administrative procedures are regulated by the correct authority, are necessary, reasonable, feasible, implemented in the electronic environment and have the lowest compliance costs. Agencies, units and localities urgently review and submit to the Provincial People's Committee plans to simplify internal administrative procedures, ensuring the set goals and requirements.
Regarding the reform of administrative procedures, it is necessary to seriously implement the announcement, publicity and transparency of all administrative procedures according to regulations. 100% of administrative procedure records of agencies, units and localities must be received and processed on the Provincial Administrative Procedure Processing Information System and must be connected and synchronized with the National Public Service Portal so that people and businesses can monitor and evaluate the implementation results.
Focus on deploying priority groups of online public services, reviewing and restructuring the integration process, and providing it on the National Public Service Portal in 2024 according to Decision No. 206/QD-TTg dated February 28, 2024 of the Prime Minister . At the same time, review, evaluate, and restructure the process for online public services that are being integrated and provided on the National Public Service Portal.
Continue to digitize records and results of administrative procedure settlement in accordance with Government regulations; effectively organize and implement 2 groups of interconnected administrative procedures: birth registration, permanent residence registration, health insurance card issuance for children under 6 years old; death registration, permanent residence cancellation, burial and death benefit settlement according to Decree No. 63/2024/ND-CP of the Government.
