On December 26, the Communist Magazine - Standing Agency in the South and the National Academy of Public Administration Branch in Ho Chi Minh City organized a scientific workshop "Ho Chi Minh City improves the effectiveness of governance and public administration associated with encouraging and protecting dynamic and creative cadres for the common good".

At the workshop, experts, scientists and managers presented many papers and discussed basic issues such as: Innovation, creativity and the relationship with policy making in public administration; building a team of leaders and managers with sufficient qualities, capacity and prestige to meet the requirements of national development in the new era - the era of national development... Delegates also presented the current situation and solutions to improve the effectiveness of governance and public administration associated with encouraging and protecting dynamic and creative cadres for the common good.

Associate Professor, Dr. Tran Tho Quang - Director, Head of the Communist Magazine's Standing Office in the Central Highlands, said that in recent times, the staff and the public administration operating mechanism have encountered some problems such as: low income, too much work, limited working environment... Therefore, there has been a "brain drain" in the public sector.

Mr. Quang recommended that it is necessary to improve overall income; create a working environment; complete mechanisms, policies, institutions, and laws to protect cadres; rethink recruitment, training, fostering, and use of cadres, and this is a key task.

Associate Professor, Dr. Vu Tuan Hung, Deputy Director in charge of the Institute of Social Sciences in the Southern Region - Vietnam Academy of Social Sciences, said that it is necessary to attract talented people and create a suitable environment for them to demonstrate and contribute. In addition, it is necessary to solve the problems of spirit, income, and promotion opportunities to attract capable people. "If the environment is good, motivation is good, decentralization and delegation of power are good... then it will definitely attract capable and talented people to work for the state system" - Mr. Hung acknowledged.

According to Mr. Dinh Thanh Nhan, Deputy Head of the Organizing Committee of the Ho Chi Minh City Party Committee, the presentations and opinions of experts and scientists have deeply analyzed the current situation of difficulties, obstacles, causes and proposed many solutions for personnel work and public administration. Thereby, proposing mechanisms and policies for recruitment, training and use of cadres, especially policies to attract talents in Ho Chi Minh City, so that cadres are "both red and professional", performing their roles properly, ensuring "unanimity from top to bottom, and smooth communication across the board".

Mr. Dinh Thanh Nhan said that the City Party Committee's Organizing Committee would accept specific opinions at the workshop to continue to advise the City Party Committee more effectively on personnel work and streamlining the apparatus, operating effectively and efficiently in the spirit of Resolution 18-NQ/TW in 2017 of the 12th Central Executive Committee.
