In particular, after implementing the arrangement of provincial-level administrative units, expanding the city's socio -economic development space, and increasing the demand for construction materials, higher and stricter requirements have been placed on the management, exploitation and use of minerals in the city.

For sand and gravel exploitation on riverbeds and coastal areas, strict control must be exercised to avoid landslides, affecting the dike system, people's lives, and coastal works.
Review, adjust and supplement the management plan on geology and minerals as part of the plan for environmental protection, exploitation, use, protection of resources, biodiversity, prevention and control of natural disasters and response to climate change to ensure suitability for integration into the city's planning. Resolutely suspend operations, revoke the right to use or revoke licenses, close mines, renovate and restore the environment for ineffective exploitation areas, causing environmental pollution according to the provisions of law; strictly handle illegal exploitation, transportation, trading and export of minerals.
Strengthen digital transformation in mineral management activities; build a digital geological and mineral database system, integrate GIS, remote sensing and AI technology to monitor and analyze mineral data; apply science, technology, digital transformation to deploy online monitoring systems, vehicle positioning devices to manage mineral output and origin. Build a local geological and mineral database, connect to the database information system of the Ministry of Agriculture and Environment.
