The capacity and force to carry out inspection, examination and handling of violations in some areas are still limited. Inter-sectoral and inter-level coordination in management and supervision of administrative procedures, mine closure and environmental restoration is sometimes not uniform. The awareness of some Party committees, Party organizations, authorities, cadres, Party members and people about mineral management and protection is still inadequate. Some organizations and individuals take advantage of legal and procedural loopholes to exploit beyond scale and capacity, violate exploitation plans, cause landslides, pollution, and loss of labor safety...

In particular, after implementing the arrangement of provincial-level administrative units, expanding the city's socio -economic development space, and increasing the demand for construction materials, higher and stricter requirements have been placed on the management, exploitation and use of minerals in the city.

To promptly overcome limitations, create fundamental and positive changes, and strengthen the management, exploitation, and sustainable use of minerals, the Standing Committee of the City Party Committee requires Party committees at all levels, authorities, the Fatherland Front, and socio- political organizations to focus on implementing many contents.

The Standing Committee of the City Party Committee requires to promote the role and responsibility of the heads of Party committees, authorities, heads of agencies and units, proactively grasp the situation, focus on leadership, assign tasks to ensure the 6 clear principles (clear people, clear work, clear time, clear responsibility, clear products, clear authority) to effectively carry out state management of minerals. If there is a situation of lax management, violations in the exploration, exploitation, transportation and consumption of minerals, causing loss of resources, environmental pollution, loss of security and order, affecting the prestige of the Party and local authorities, the head must be responsible before the Standing Committee of the City Party Committee.

Focus on directing to ensure that the exploitation and use of minerals must comply with regulations on land allocation, land lease, and conversion of land use purposes before implementation, and that there are no violations in land management. The use of wharves for gathering and transferring minerals must comply with planning and be permitted by competent authorities, ensuring strict management to avoid negative impacts on the environment, traffic safety, and legal land use. Strictly manage the use of explosives in mineral exploitation activities. For sand and gravel exploitation on riverbeds and coastal areas, strict control must be exercised to avoid landslides, affecting the dike system, people's lives, and coastal works.

Review, adjust and supplement the management plan on geology and minerals as part of the plan for environmental protection, exploitation, use, protection of resources, biodiversity, prevention and control of natural disasters and response to climate change to ensure suitability for integration into the city's planning. The management plan on geology and minerals must be linked to the demand for construction materials and filling for key projects, industrial parks, economic zones, seaports and urban infrastructure of the city. Review and orient mineral mine areas for common construction materials and filling materials to serve key national and city projects to carry out procedures for granting mineral exploitation licenses according to Resolution No. 66.4/2025/NQ-CP dated September 21, 2025 of the Government . Timely announce construction material prices close to reality, strictly control mineral exploitation activities, prevent speculation and price manipulation, ensure stable construction material prices to serve socio-economic development. Strictly manage, reasonably and sustainably exploit marine, coastal and island mineral resources in association with the city's marine economic development strategy.

Strengthen coordination between departments, branches, localities, police, military and customs forces in managing mineral exploitation, transportation and consumption activities in the city, especially marine minerals, to prevent illegal exploitation and smuggling across maritime borders.

Strengthen inspection and examination of mineral exploitation and use activities, ensure labor safety. Synchronously implement solutions for tax, fee and charge management. Fight against tax evasion, tax and fee fraud; exploitation without completing procedures, exploitation beyond capacity, exploitation beyond the boundaries of the permitted exploitation area, and wrong land use purposes. Resolutely suspend operations, revoke the right to use or revoke licenses, close mines, renovate and restore the environment for ineffective exploitation areas, causing environmental pollution according to the provisions of law; strictly handle illegal exploitation, transportation, trading and export of minerals.

Strengthen digital transformation in mineral management activities; build a digital geological and mineral database system, integrate GIS, remote sensing and AI technology to monitor and analyze mineral data; apply science, technology, digital transformation to deploy online monitoring systems, vehicle positioning devices to manage mineral output and origin. Build a local geological and mineral database, connect to the database information system of the Ministry of Agriculture and Environment.

Research and develop mechanisms and policies to attract and facilitate investors in researching and producing materials to replace natural sand and gravel; policies to support and facilitate organizations and individuals in the activities of crushing and recycling scrap and waste generated in construction activities to make building materials and leveling materials, contributing to reducing pressure in the process of exploiting and recovering minerals and natural materials...
