* Russia shot down Ukraine's Neptune missile near Crimea : On October 4, the Russian Defense Ministry announced: At about 8:30 p.m. on October 3, air defense forces "successfully prevented an attempt by the Kiev government" to carry out an attack with Neptune anti-ship missiles on facilities on Russian territory.

The announcement also stressed that air defense forces detected and destroyed Ukrainian missiles “in the northwestern Black Sea area, near the coast of the Crimean Peninsula.”

Earlier, Sevastopol Governor Mikhail Razvozhayev said that an airstrike warning had been issued in the city. According to the Sevastopol Department of Road Transport and Transport Infrastructure, water and road transport had been suspended. Governor Razvozhayev later announced that the airstrike warning had been lifted. (TASS)

* Moscow shot down a series of Ukrainian UAVs on Russian territory : On October 4, the Russian Defense Ministry announced that its air defense shot down 31 Ukrainian unmanned aerial vehicles (UAVs) overnight in Belgorod, Bryansk and Kursk near the border.

On his Telegram channel, Bryansk region governor Alexander Bogomaz accused the Ukrainian army of attacking several villages in the Bryansk region, southern Russia, with cluster bombs. Mr. Bogomaz confirmed that there were no casualties in the attacks, but some houses were damaged.

Russian authorities in Bryansk and the border region have repeatedly accused the Ukrainian military of indiscriminate shelling. Cluster munitions are banned in more than 100 countries. (Reuters)

* NATO members want to use a “ security umbrella to protect Ukraine : On October 4, speaking at a security conference in Warsaw (Poland), Lithuanian Foreign Minister Gabrielius Landsbergis declared: “Ukraine must become a member of the North Atlantic Treaty Organization (NATO). NATO’s transatlantic security umbrella must also protect countries left in the geopolitical gray zone.”

He stressed that the parties supporting Kiev in the conflict with Moscow “must do everything to keep Ukraine within the 1991 borders on this side”.

The official praised Germany for agreeing to permanently station 4,000 troops in Lithuania: “Efforts to strengthen our eastern flank depend on our will to defend ourselves... When we say we will help Ukraine as long as necessary, why can't we clearly state that we are seeking Ukraine's victory? Ukraine's victory must be everyone's strategic goal.” (RT)

* Cambodia, Pakistan will promote cooperation : On October 4, Prime Minister Hun Manet received Pakistani Ambassador Zaheeruddin Babar Thaheem at the Peace Palace, Phnom Penh.

During the meeting, Ambassador Babar Thaheem expressed his hope to promote cooperation between Cambodia and Pakistan. On this occasion, he invited Prime Minister Hun Manet to pay an official visit to Pakistan and proposed to establish a Cambodian Embassy in the country to facilitate various mechanisms, especially to serve trade activities and connect people.

In response, Prime Minister Hun Manet agreed to the proposal to establish a Cambodian Embassy in Pakistan, in line with the views of former Prime Minister Hun Sen, who had agreed to the proposal. According to him, the two countries will further strengthen cooperation, especially in trade, agriculture, diplomacy and defense.

* Russia : Japan fails to provide full information on water from Fukushima plant : On October 4, Moscow said that Tokyo has failed to provide full information on radioactive water released from the Fukushima nuclear power plant in this Northeast Asian country, despite repeated requests from Russia and China.

Russian Foreign Ministry spokeswoman Maria Zakharova also stressed that concerns would be reduced if the country of the rising sun stopped discharging waste into the sea.

At the end of September, Tokyo Electric Power Company (TEPCO) announced that it would discharge the second batch of treated radioactive water from the Fukushima nuclear power plant into the sea on October 5. TEPCO, the plant operator, plans to discharge 7,800 tons of treated wastewater in this second batch, equivalent to the first discharge level. The second batch will last for 17 days. Preparations for this discharge began on October 3 to determine the concentration of tritium when the treated wastewater is diluted with seawater. * Armenia criticizes Azerbaijan for arresting Karabakh leaders : On October 4, the Armenian Foreign Ministry's statement stated: "We strongly criticize Azerbaijan's arrest of Nagorno-Karabakh leaders... The Republic of Armenia will take all possible steps to protect the rights of the illegally arrested representatives of Nagorno-Karabakh, including in international courts."

Azerbaijan earlier detained a number of separatist leaders from the Nagorno-Karabakh region after Baku seized control of the breakaway region last month.

Most of Nagorno-Karabakh’s Armenians have since left the region. The separatist government in Nagorno-Karabakh has agreed to disarm, disband its government and reintegrate with Azerbaijan. However, Azerbaijan’s Prosecutor General Kamran Aliyev said the country has launched a criminal investigation into the crimes of 300 separatist officials – including billionaire and former official Ruben Vardanyan.

The UN human rights office has called on Baku to afford Mr Vardanyan and other detainees “full respect and protection”. (AFP)

* Azerbaijani President will not attend EU summit : On October 4, APA (Azerbaijan) news agency reported that President Ilham Aliyev decided not to participate in a potential meeting with Armenian Prime Minister Nikol Pashinyan within the framework of the European Summit taking place in Spain on October 5.

Officials from the two countries and the European Union (EU) are expected to attend a meeting in Granada, Spain, following Baku's recent military campaign to take full control of the breakaway region of Nagorno-Karabakh. (APA)

* Russian President to officially visit Kyrgyzstan : On October 4, Kabar (Kyrgyzstan) quoted an official from the country's presidential office as stating: "At the invitation of Kyrgyzstan President Sadyr Japarov on October 12, the President of the Russian Federation will pay an official visit to our country."

Russian media reported that Mr. Putin will visit the Russian air base in the city of Kant, east of the capital Bishkek, on the occasion of the 20th anniversary of the opening of this base.

Mr. Putin has not left Russia since the International Criminal Court (ICC) in The Hague (Netherlands) issued an arrest warrant in March. He has also rarely left Russia since the conflict in Ukraine broke out in February 2022. The last time Mr. Putin traveled abroad was in December last year, when he visited Kyrgyzstan and Belarus. * Possibility of Ukraine joining the EU in 2030 : On October 4, answering the German newspaper Spiegel , President of the European Council Charles Michel stated: "Ukraine can join the EU in 2030 if both sides complete their tasks."

According to Ms. Zakharova, Brussels silently watched Russian peacekeepers help bring Nagorno-Karabakh residents to Armenia and deploy humanitarian aid to the region.

The Russian Foreign Ministry representative criticized: “Not only did they keep silent, they also secretly incited by telling Armenian residents a fabricated story, accusing Russia of seemingly betraying Armenia. * US newspaper: Turkish President cancels trip to Spain : On October 4, Bloomberg (US) reported that Mr. Recep Tayyip Erdogan will not go to Spain, attend the conference of the European Political Community (EPC) on October 5, as well as participate in the peace talks expected between Azerbaijani and Armenian officials. * Russia gives reasons for Mr. McCarthy's removal from office as Speaker of the US House of Representatives: On October 4, Deputy Chairman of the Russian Security Council Dmitry Medvedev posted an article about "two good news for the Kiev government" on his Telegram channel.

First, Mr. Medvedev pointed to the fact that European Council President Charles Michel believes that Ukraine will join the EU by 2030. “This means that the EU believes that the current Ukrainian government will survive until then,” Mr. Medvedev noted.

“Second. For the first time in American history, the Speaker of the House of Representatives resigned. This is precisely because of his love for Ukraine and the budget compromises to finance the Kiev government. He should be proud of making this decision,” the former Russian president continued.

At the same time, Mr. Medvedev also reiterated the recent statement of the US National Security Council's Strategic Coordinator, Mr. John Kirby, that the US only has enough money to finance Ukraine for two more months. (TASS)
