Preventing errors and negativity from the grassroots

Promoting the functions of supervision, detection and recommendation, the People's Inspectorate and the Community Investment Supervision Board in Bac Ninh province have participated in supervising thousands of cases. The effective participation of the Fatherland Front at all levels has contributed to preventing violations and negativity, improving the quality of investment resources at the grassroots level.

As a locality in the process of completing the criteria for an advanced new rural commune, Chau Phong commune (Que Vo town) has implemented a series of infrastructure investment projects such as building social welfare works, expanding and upgrading rural roads. To contribute to ensuring the quality of the projects, the Standing Committee of the Vietnam Fatherland Front Committee of the commune has improved the quality of operations of the People's Inspection Committees (TTND) and the Community Investment Supervision Committee.

Mr. Pham Trong Muoi - Chairman of the Vietnam Fatherland Front Committee of Chau Phong commune said that the members of the People's Inspection Committee and the Community Investment Supervision Committee are prestigious people with knowledge of legal policies and elected by the Front Working Committees and the people. Each project has a Community Investment Supervision Committee consisting of 5-7 members. Most recently, in the process of supervising the expansion and upgrading of rural traffic routes, the Community Investment Supervision Committee promptly discovered a number of violations and recommended the contractor to supplement the design of the length and volume of road construction in accordance with the approved design. Some signs of construction errors and material reduction have been recommended by the committee to the competent authority to request the contractor to strictly implement.

Records in many districts and cities in Bac Ninh province show that projects and works implemented at the grassroots level when there is early supervision by the Community Investment Supervision Boards have prevented violations and negative manifestations. In An Thinh commune (Luong Tai district), in the past 5 years, the People's Inspection Board and the Community Investment Supervision Board have organized dozens of supervision sessions for projects with state investment capital and people's contributions. When the locality had a policy to renovate and embellish Thanh Ha Temple with a total investment of more than 5 billion VND, the Vietnam Fatherland Front Committee of the commune established the Community Investment Supervision Board to participate in supervising the construction process. Mr. Nguyen Van Long - a member of the Supervision Board said that based on the assignment of tasks, every day the members of the board are present at the construction site to monitor and ensure that the construction unit complies with the approved design. With close supervision, errors such as incorrect materials and construction not in accordance with the design were discovered and the contractor was recommended to make adjustments. Up to now, the completed project has ensured technical and aesthetic standards, and has been trusted and highly appreciated by the people.

According to Ms. Nguyen Thi Ha - Chairwoman of the Vietnam Fatherland Front Committee of Bac Ninh province, promoting the supervisory role of the Fatherland Front Committees at all levels through the People's Inspection Committee and the Community Investment Supervision Committee has contributed to improving the quality of investment when implementing project works at the grassroots level. In the past term, the People's Inspection Committees in communes, wards and towns participated in supervising 1,050 cases, detected nearly 200 cases with signs of violations, and recommended to competent authorities to consider and resolve over 180 cases. Typically, the People's Inspection Committee of Dai Dong commune (Tien Du district) coordinated with the People's Committee of the commune to inspect 3 cases related to the economy of Dai Vi village, reclaimed 8,469m2 of land; recovered from 2 households that paid compensation to the wrong subjects the amount of 36.5 million VND; The People's Inspection Committee of Ho town (Thuan Thanh town) discovered and recommended the illegal sale of land in Dong Coi hamlet and recommended the Commune People's Committee to handle the recovery of land and money, and at the same time recommended handling and dismissing the People's Council delegate of the village chief...

In addition, the network of Community Investment Supervision Boards in localities has been involved in supervising over 1,700 construction projects using state and community funds. Through supervision, nearly 100 projects were found to be in violation due to slow construction progress, construction not according to design, materials not guaranteed, not according to planning, and not ensuring environmental hygiene. When detecting signs of violations, the supervision boards sent a document requesting the investor to stop the project and promptly correct the errors.
