Van Ly quarry has an exploitation area of 6 hectares in Nguyen Nghiem commune, Quang Ngai province. To enter the quarry, vehicles only have one entrance, which is on people's land.

Faced with the above reality, on May 28, 2025, when purchasing stone, Deo Ca Group Joint Stock Company had to sign a land lease contract No. 2805/2025/HDTĐ/QNHN-XL2/DCG-HP with Ms. TTHP (landowner) to transport materials from Van Ly quarry. The time according to the land lease contract is until December 31, 2025. However, on September 9, 2025, Ms. TTHP terminated the above contract.

According to report No. 3407/BC-SNNMT dated September 18 of the Department of Agriculture and Environment of Quang Ngai province, Ms. TTHP unilaterally terminated the contract and prevented the Company from mining, producing and transporting materials. The Department of Agriculture and Environment of Quang Ngai province requested the People's Committee of Quang Ngai province to direct relevant agencies, units, organizations and individuals to support the security and order of Hoang Nguyen Hai Company in the process of resolving the obstruction and prevention of operations at Van Ly stone quarry to restore stone mining and production activities. At the same time, Hoang Nguyen Hai Company is required to urgently remove barriers on transportation routes and restore stone mining and production activities at Van Ly stone quarry before September 24, 2025 to supply stone materials....

Speaking to VNA reporters, Ms. TTHP admitted that she had unilaterally terminated the contract and notified Deo Ca Group Joint Stock Company. Ms. TTHP said: "I fenced off and did not agree to let the stone be transported through my land. Currently, the entire direct road to Van Ly stone quarry is through my land. Hoang Nguyen Hai Company has used the above land area to make a transportation and trading road to serve the company without any permission from me. Previously, Hoang Nguyen Hai Company was established by my husband and I. As of September 12, 2023, my husband is no longer the legal owner, but only the legal representative of the company."

More violations

According to the investigation of VNA reporters, for many years, Hoang Nguyen Hai Company has been using nearly 10,500 square meters of agricultural land at Km9 of National Highway 24, on cadastral map sheet No. 49, Van Ly village, Nguyen Nghiem commune to store construction materials and place machinery and equipment, which is against the land use purpose. Specifically, at the scene, VNA reporters recorded that the above agricultural land area has become a 1/2 storage area for rocks, dust of the company and stone grinding machines. Hoang Nguyen Hai Company also uses agricultural land (forest land) to make roads to exploit materials, which is against the land use purpose.

In addition, during the stone mining process, Hoang Nguyen Hai Company was also discovered to have committed many other violations. Specifically, according to the Inspection Conclusion No. 452/KL-STNMT dated January 24, 2024 of the Department of Natural Resources and Environment of Quang Ngai province (now the Department of Agriculture and Environment of the province): The Company exploited a number of locations in the West of the mine area with floor heights and slope angles that were not in accordance with the approved design (there were some mining locations with floor heights of more than 20 m), which posed a risk of causing unsafety; The Company used a part of the land area leased by the Provincial People's Committee (industrial cluster land for a biological pellet factory) as a storage area for processed mineral products, which was not in accordance with the purpose of the competent authority leasing and the certificate of land use rights, house ownership rights and other assets attached to the land...

Previously, on September 19, VNA published an article reflecting many signs of violations at Hoang Nguyen Hai Company. Specifically, the Quang Ngai Provincial Tax Department discovered that from 2017 to 2021, the company had signs of tax evasion. According to the settlement data on the tax authority system in Quang Ngai (to pay natural resource tax and environmental protection fees), Hoang Nguyen Hai Company exploited 516,372 cubic meters of stone. The data from the direct verification team of Quang Ngai Tax Department 3 at Da Nang City Tax Department 2 was 938,234 cubic meters.

“This is a sign of tax evasion,” Mr. Nguyen Van Hoang, Head of Tax Department of Quang Ngai Province 3, affirmed. In addition, the use of invoices at the company is also “ambiguous”…

On September 15, the Investigation Police Agency of Quang Ngai Province Police and relevant departments in the province conducted a crime scene investigation at Van Ly Stone Quarry, verifying signs of "Tax evasion, violation of regulations on invoice management" by Hoang Nguyen Hai Company, the licensed unit to exploit Van Ly Stone Quarry.
