Delivering the opening speech, Minister of Justice Nguyen Hai Ninh emphasized that August 28, 1945 was a historic milestone for the nation, the day the Provisional Government of the Democratic Republic of Vietnam led by President Ho Chi Minh announced to the nation the establishment of the National Unification Cabinet consisting of 13 ministries, including the Ministry of Justice. This was the milestone of the birth of the Judiciary of a new Vietnam - an independent Vietnam ruled by the Vietnamese people. During the early years of the democratic State, the Ministry of Justice undertook very basic functions in ensuring people's democratic rights, through regulations on authority in arresting, investigating, prosecuting, trying, detaining, and releasing prisoners, authority in organizing civil, commercial, and criminal courts, the implementation of mutual assistance and judicial delegation agreements with foreign countries, and authority in organizing and managing judicial positions.

In particular, the Ministry of Justice made great contributions to the drafting and implementation of the first Constitution - the 1946 Constitution, opening the way for the constitutional foundation of a democratic and revolutionary Vietnam.
Over 80 years of formation and development, the Ministry of Justice has gone through challenging, ups and downs but also glorious stages, worthy of President Ho Chi Minh's affirmation: "The judiciary is an important agency of the government".
Summarizing the outstanding achievements, Minister Nguyen Hai Ninh affirmed that the achievements of the Ministry of Justice today are the forging and crystallization of the strength, talent, intelligence, enthusiasm and responsibility of countless cadres, civil servants and public employees through the periods, the love for the profession, the love of the judiciary, the solidarity, sharing the joys and sorrows to overcome all difficulties and challenges, steadfastly walking under the light of the rule of law, excellently completing all tasks entrusted by the Party, State and people.

“Behind every bill passed by the National Assembly, every legal document put into practice is a journey of serious work, from frank and responsible discussions, to working all night, during holidays, with almost no days off, with the spirit of “running and lining up” and a burning desire for a creative and developing institution, is the most vivid proof of the intelligence, passion and dedication of the “judicial people”. That is the precious tradition, the spiritual heritage of the industry that future generations need to inherit, preserve and promote”, Mr. Nguyen Hai Ninh shared.
